Position Summary

As the Engineer in our Sewer & Drainage Operations branch, you will be at the forefront of engineering excellence, supporting, and managing the vital systems that keep our communities thriving. This role is your chance to make significant positive impacts on Regina’s sewer and drainage, infrastructure systems. Your work will ensure these essential services run smoothly and sustainably, enhancing the quality of life for countless individuals.

Key Duties & Responsibilities

  • Oversee the management of sewer and drainage, infrastructure systems through comprehensive studies, planning, design, construction, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, contracts, budgets, and investment strategies.
  • Examine and analyze data, information, processes, programs, and problems to develop options, solutions, improvements, and recommendations for infrastructure projects.
  • Evaluate and recommend proposals, plans, applications, drawings, activities, and works related to water, sewer, drainage, solid waste, or environmental engineering.
  • Create and advocate for corporate standards, operational and capital programs, policies, management systems, and best practices in sewer and drainage areas.
  • Compile and deliver technical and business reports, contract documents, terms of reference, proposals, correspondence, and briefs.
  • Collaborate, negotiate, and consult with outside agencies and stakeholders to ensure successful project outcomes and maintain strong partnerships.
  • Direct and oversee the work of consultants, contractors, and operational forces to ensure project goals are met efficiently and effectively.
  • Guide, train, and mentor employees and work teams, fostering an innovative and respectful work environment that aligns with corporate values and initiatives.
  • Maintain accurate infrastructure information systems and records to support ongoing management and decision-making processes.
  • Address and resolve concerns and enquiries from staff, the public, other departments, elected officials, and the media regarding infrastructure systems and projects.
  • Other related duties as required.


Key Qualifications

  • A University degree in Engineering, such as Civil, Industrial, Mechanical or Environmental Systems, with 1 year of work experience in an engineering environment.
  • Knowledge of engineering principles, processes, theories, statistics, and technologies related to municipal wastewater, drainage, environmental and infrastructure management.
  • Knowledge of, sewer, drainage, infrastructure or environmental systems management, standards, policies, materials, operations, safety, construction practices and equipment.
  • Intermediate skill in MS Office (Word, Excel, PowerPoint, and Access) and the ability to develop expertise in the use of specialized software (i.e. AutoCad Civil 3D, WaterCAD, InfoWorks, Asset Management and Maintenance Management software) for analysis, engineering, planning and management of infrastructure systems.
  • Ability to analyze complex data and issues and interpret specifications/plans/regulations.
  • Knowledge of project management principles and processes.
  • Knowledge of administrative/supervision/business management principles and processes.
  • Ability to manage multiple engineering/operational projects, information systems, programs and budgets/expenditures.
  • Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate work teams, consultants, and contractors.
  • Skilled in establishing and maintaining effective working relations and a respectful environment with superiors, peers, direct reports, and the public.
  • Skilled in expressing ideas effectively both orally and in writing, to diverse groups and sizes of audiences.
  • Skilled in listening with an ability to lead and influence people and cultivate consensus.
  • Demonstrated ability to effectively communicate with both internal and external stakeholders.
  • Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.


Working/Other Conditions

  • Registered or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage.
