Reporting directly to the Director of Risk Management and Insurance (RMI), the Quality Risk Consultant provides leadership and risk management expertise across government services. The Consultant is responsible for leading investigations and providing critical analysis of adverse events and actual or potential risks within their assigned service areas. In promoting a culture of safety, the Consultant is responsible for the identification, elimination and/or mitigation of risk through the implementation of evidence-based client safety, risk management and quality improvement methods.


Duties will include but are not limited to:

  • Provide accurate interpretation and application of policies, procedures, and legislation related to incident reporting and investigation, disclosure of incidents, sharing of personal information and response to complaints, both formal and informal;
  • Develop, maintain and provide education on appropriate organizational policies that support the implementation of a quality and risk program, including all relevant policies and legislation;
  • Lead investigations into complex incidents, utilizing the most appropriate investigative process/resources to do so and support leadership to ensure appropriate follow through of investigation, communication with impacted parties and file management;
  • Ensure appropriate notification of executive leaders, directors, managers, and frontline providers when there is an incident , initiation or completion of a formal investigation, and/or changes in status of a recommended course of action;
  • Provide expert advice and play a key leadership role in developing the divisional strategy and work plan for the Quality and Client Safety that directly impacts the strategic direction in achieving goals related to high quality, safe, ethical provision of services;
  • Lead the development and implementation of a safe and ethical culture with respect to Quality and Safety in assigned sites/services/program areas;
  • In order to provide the level of leadership required, the position requires expertise to actively develop and maintain varied and complex relationships with providers, managers, directors, executive leaders, and achieve maximum impacts in client/ organizational risk mitigation and quality improvement;
  • Identify opportunities to build relationships with all staff, to aid in the identification of areas of risk and/or in need of quality improvement;
  • Other related duties.


Minimum Qualifications:

  • Applicants must have a university degree in a related field, masters' degree is preferred;
  • Leadership and/or management experience,;
  • Demonstrated equivalencies may be considered;
  • Considerable experience in policy development, program planning, project management and strategic or operational planning;
  • Must have working knowledge in the areas of quality management principles and processes, risk management methodology, and results in measurement;
  • Must have extensive organizational, interpersonal, facilitation, presentation, problem solving, conflict resolution, and oral and written communication skills;
  • Requires excellent collaboration skills with an ability to plan and think strategically;
  • Applicant must have a valid driver's license as travel is required;
  • Applicants must have a good previous work and attendance record;
  • The successful candidate must provide a satisfactory Criminal Records Check prior to beginning employment.


Other Qualifications:

  • Certification in Risk Management would be considered an asset;
  • Completion of business continuity program would be considered an asset;
  • Additional relevant education and experience will be considered an asset.
