Position Summary

The Chief Training Officer in conjunction with and under the direction of the Deputy Fire Chief shall be responsible for coordinating the training and education of all personnel in the skills, knowledge and techniques of firefighting as required. As well, submission of written reports including personnel performance, statistics, incident audits, training programs and resource materials. Management and advancement in all aspects of the Regional Training Centre as needed. Perform other duties as required.

Job Duties And Responsibilities

REGULAR

Regular Duties Include But Not Limited To The Following

  • Adheres to the KFR Behavioral & Interpersonal Skills requirements.
  • Performs administrative duties by maintaining records, establishing and monitoring files, identifying and

requisitioning supplies/equipment, and documenting of same.

  • Ensures compliance with all KFR Operational Policies and Procedures.
  • Ensures compliance with Provincial regulations as they pertain to the authority having jurisdiction.
  • Participates in the development and implementation of operational policies and procedures.
  • Development and increased usage and rental of the Regional Training Centre.
  • Operations of the Regional Training Centre in compliance with NFPA standards.
  • Monitor and maintain equipment and supplies at the Regional Training Centre.
  • Participate in the development and application of internal promotional processes.
  • Maintain relevant professional qualifications applicable to the position.
  • Apply the counseling and discipline policy
  • Ensure training officers understand and follow SOP’s, policies and rules
  • Apply the training & education program
  • Maintain professional currency.
  • Provide coaching and assessments of staff in the training division to ensure professional standards within the

training division are maintained.

  • Develop and facilitate the training of personnel in fire suppression, fire prevention, health and safety and other

related matters.

  • The Chief Training Officer, in consultation with training division staff and senior suppression officers will prepare and

submit to the Fire Chief a schedule of training for Career and Volunteer staff.

  • Establish and maintain appropriate records management system.

PERIODIC

  • Assist the on-scene commander at major emergencies as required (i.e. fire scene staging, personnel accountability

ensuring proper safety practices).

  • Respond as the Incident Safety Officer at emergency scenes as required.
  • Coordinate and act as trainer for live fire training as needed.
  • Assist with the development and evaluation of Pre-Response Plans in conjunction with the various Divisions.
  • Counsel KFR personnel regarding career path planning and training and education opportunities.
  • Prepare and submit an annual report.
  • Submit budget requirements for the Training Division.
  • The Chief Training Officer shall maintain an inventory of all training supplies and reference materials and ensure

that they are current and available to staff when required.

  • Oversee expenditures, purchasing and overtime within the training division.

OCCASIONAL

  • Assist with firefighter recruitment as required.
  • Attend Council meetings and other meetings as assigned.
  • Attend legal hearings and undertakings as required.
  • Any other duties assigned by the Deputy Fire Chief

Qualifications, Competencies

Extensive knowledge of modern firefighting, related emergency services, techniques and procedures and the operation of apparatus and equipment.

NFPA 1001 Firefighter Levels I and II, NFPA 1021 Fire Officer I, NFPA Fire Service Instructor I.

Will be required to successfully complete NFPA 1021 Fire Officer II, NFPA 1021 Fire Officer III, and NFPA 1041 Fire Service Instructor II within 24 months of commencing the position of Chief Training Officer.

Demonstrated knowledge and experience in the supervision of Career and Volunteer Firefighters.

Proficient in the use of computers and thorough knowledge of Microsoft Office 365.

Valid Class DZ Ontario drivers license

Current First Aid and CPR Certificates.

Skills, Abilities, Work Demands

Good technical and leadership skills with good verbal and written communication skills.

Familiarity with SharePoint, Clicksense, and Firehouse.

Ability to wear and operate an SCBA, in the event it is required while performing the duties of an Incident Safety Officer and/or during live fire training.

Maintain ability to interact harmoniously with co-workers, superiors and members of the public.

Maintain the ability to accept change and strive for excellence in customer service.
