Who is eHealth?

eHealth Saskatchewan is a Treasury Board Crown Corporation with a unique blend of healthcare, information technology, and citizen services.

A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

About The Role

Reporting to the Director, Interoperability Services, eHealth Saskatchewan is seeking a self-motivated, technically savvy, and strategic leader to join our team as the Manager of the Electronic Health Record (EHR). This individual will serve as a liaison between the clinical stakeholders and technology teams, and accurately and promptly analyze, prioritize and translate user needs and requests from the various information systems.

With patients and the public at the forefront, you will be responsible for maximizing the benefits of the program, providing collaboration and consulting services to interdepartmental teams, and facilitating communication between the public, clinical areas, and technology teams.

The ideal candidate will be a resilient leader who demonstrates

  • Knowledge of public sector budgeting, forecasting, accountability, and decision-making processes;
  • An understanding of how to advance the strategic and corporate work of the organization and the goals of government overall;
  • A proven track record in leading dynamic and diverse teams through provincial wide changes and times of uncertainty (a change agent);
  • The ability to navigate and build strong relationships in a large, complex multi-enterprise environment;
  • Leadership experience that enables you to lead, direct and manage a team of professionals;
  • The ability to think critically and view issues and challenges from multiple perspectives;
  • A reputation for integrity and a focus on service excellence;
  • A customer service focused approach within a shared service environment; and
  • An ability to function in an environment subject to impromptu changes in schedules and priorities.

Experience & Qualifications

  • A post-secondary degree in Business, Computer Science, Computer Engineering, other related equivalent, or related professional designation and certifications from an accredited institution.
  • 2 years of progressive leadership experience in a same or similar scope.
  • Strong leadership skills, writing and presentation skills.
  • Strong technical background, facilitation, and training experience.
  • Experience with relevant clinical and/or diagnostic technology fields preferred.
  • Health sector business knowledge is considered an asset.
  • An equivalent combination of education and experience may be considered.

Responsibilities

  • Accountable for leading strategic planning, development, implementation, monitoring and evaluation of the assigned program areas within their portfolio.
  • Establish strong working relationships and facilitate ongoing collaboration with stakeholders across the province.
  • Develop an annual program work plan, including objectives, timelines and outcomes in consultation and collaboration with external and internal stakeholders.
  • Develop, implement, monitor and evaluate quality assurance and quality improvement initiatives by continually evaluating program goals, objectives and procedures.
  • Establish and facilitate committees and working groups as required to support program planning, development, evaluation, and quality improvement.
  • Responsible for data analysis and report development for utilization management, quality assurance, demand and capacity analysis, and program evaluation.
  • Effectively prepare, control, and evaluate the annual staffing and operating budgets, and is responsible for the completion of budget forecasts and variance reporting for the services/programs they oversee.
  • Set performance expectations with individual staff members, identifying short and long term goals; conduct annual performance reviews and provide ongoing feedback and leadership regarding performance expectations.
  • Develop a communication plan to ensure transparency to stakeholders as well as develop a formal issues management process to handle stakeholder concerns and improve the service(s) delivered.
  • Act as a role model reflecting the vision, mission and values of eHealth Saskatchewan and the philosophy of client-centered care.
