The Gender and Diversity Policy Analyst will be responsible for providing intersectional gender and diversity analysis and advice to government departments throughout the provincial government in the areas of strategic and operational planning, interdepartmental initiatives, program evaluation, analysis of key policy issues, advice and guidance on departmental Executive Council Memos, Federal/Provincial/Territorial initiatives and other special projects.


Duties will include but are not limited to:

  • Developing and updating a comprehensive policy framework for gender and diversity analysis. As part of this intersectional analysis, the Gender and Diversity Policy Analyst will have responsibility for expert knowledge of applying a Child’s Rights Impact Assessment (CRIA) and providing support to departments in this application. This includes the tools and necessary technical infrastructure, which outlines development, review, validation, approval, review and monitoring processes and responsibilities;
  • Providing detailed information on options, impact analysis and recommendations resources, administration, and program or service delivery for the province of Prince Edward Island;
  • Providing advice, assistance and direct support to Director in the development of work plans for policy development;
  • Providing policy analysis support to departments for Executive Council Submissions;
  • Updating current documents and resources;
  • Providing support to the Director for the Interdepartmental Equality Report Card Committee and the Task Force for Advancing Gender Equity and Diversity;
  • Providing support to departmental policy development, policy implementation and -evaluation, organizational planning and change management;
  • Providing training on CRIA and GDA usage;
  • Ensuring information sharing and knowledge exchange in all aspects of policy research, development, implementation and evaluation, in order to support collaborative, coordinated, consistent and evidence-based approaches;
  • Providing support to a variety of special projects related to policy development, policy implementation and evaluation, organizational planning and change management;
  • Coordinating one-on-one plus committee meetings, developing research plans and interdepartmental engagement;
  • Other related duties.


Minimum Qualifications:

  • University degree in related field of study, Masters degree or in the process of completing Masters program will be considered an asset.
  • Training in Gender and Diversity Analysis.
  • Considerable experience in policy research and analysis.
  • Experience working with statistical information.
  • Demonstrated equivalencies will be considered.
  • Ability to provide training and support departments on CRIA.
  • Proven ability to work across departments and community in gathering applicable information for gender and diversity analysis.
  • Excellent written and verbal communication skills, strong interpersonal and collaborative skills.
  • Proficient in using internet, word processing, spread sheet, and presentation computer software programs.
  • A good previous work and attendance record.
  • The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.


Other Qualifications:

  • Some experience in intersectional gender and diversity analysis.
  • Some Project Management experience is preferred.
  • Additional relevant education and experience will be considered an asset.


Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
