The Newfoundland and Labrador Housing Corporation (NL Housing) is a crown corporation whose mandate is to develop and administer housing assistance policy and programs for the benefit of low to moderate income households throughout the province. As the largest landlord in the Province, NL Housing manages a portfolio of over 5,500 units province-wide. The services provided by NL Housing provide clients with access to safe, stable and affordable housing, which is essential to the social, financial, and physical well‐being of individuals, families and communities. Position Details
Context:
The Community Partnerships and Homelessness Department provides research and analysis of best practices in social and transitional housing, homelessness prevention; and supports the development of the Provincial Housing & Homelessness Plan. The Department supports the CEO and the Minister Responsible for Housing through the development of position papers and briefing materials to support engagement and partnership across the housing continuum. The Department also provides oversight of the corporation's eviction prevention framework, tenant and community relations program as well as the delivery of the provincial supportive living program, emergency accommodations (including shelters), as well as transition houses.
Duties:
Reporting to the Executive Director, Programs, Community Partnerships, and Homelessness, this position serves as a key member of the corporate senior management team. The incumbent manages and strengthens community partnerships with agencies to enhance the housing and homelessness sector's capacity to provide quality services for individuals experiencing or at risk of homelessness. The incumbent oversees the corporation's eviction prevention framework, supportive living program, transition house program, as well as the community and tenant relations program, including the operation of eight community centers. The incumbent plans, organizes, and directs staff activities, ensures alignment with the corporation's vision and policies; fosters a collaborative and respectful work environment, empowers staff to work effectively within established guidelines, and builds partnerships with external stakeholders. The incumbent maintains compliance with corporate policies, legislative requirements, and addresses situations with potential media or political concern. The position also guides strategic planning and budgeting, ensuring the department operates within corporate priorities while maintaining financial stewardship. The incumbent ensures performance standards are communicated, monitored, and evaluated, provides mentoring and guidance to management staff. This role promotes a culture of innovation, continuous improvement, and accountability, leading the management team to deliver high-quality client services and supporting the corporation's overall mission and objectives.
Criteria
Screening Criteria:
- Completion of a Bachelors degree in Business, Commerce, Economics, or the Social Sciences (Equivalencies may be considered)
- Related, progressive management and leadership experience
- Experience with Housing and Homelessness policies and programs
- Experience building and managing community partnerships
- Experience preparing position papers (asset)
