Director, Supportive Housing and Homelessness

The Newfoundland and Labrador Housing Corporation (NL Housing) is a crown corporation whose mandate is to develop and administer housing assistance policy and programs for the benefit of low to moderate income households throughout the province. Position Details

Context:

The Community Partnerships and Homelessness Department provides research and analysis of best practices in social and transitional housing, homelessness prevention; and supports the development of the Provincial Housing & Homelessness Plan. The Department supports the CEO and the Minister Responsible for Housing through the development of position papers and briefing materials to support engagement and partnership across the housing continuum. The Department also provides oversight of the corporation's eviction prevention framework, tenant and community relations program as well as the delivery of the provincial supportive living program, emergency accommodations (including shelters), as well as transition houses.

Duties:

Reporting to the Executive Director, Programs, Community Partnerships, and Homelessness, this position serves as a key member of the corporate senior management team. The incumbent directs research and analysis of best practices in social, transitional, and supportive housing, as well as homelessness prevention. This position will oversee the corporation's emergency accommodations (including shelters), manage transitional/supportive housing initiatives, and chair the federal, provincial, and territorial Supportive Housing and Homelessness Working Group. The incumbent ensures compliance with corporate policies and legislation; leads management staff in planning, organizing, and supervising departmental activities, sets priorities aligned with the corporate vision, and guides staffing decisions. Collaboration with various stakeholders, including executives, other directors, and bargaining unit staff, is critical to meet corporate priorities and client needs. The role prepares and manages departmental budgets, and ensures financial decisions align with public service stewardship. The position fosters a culture of empowerment, continuous improvement, and accountable service delivery, ensures high standards of performance and client service. The incumbent also monitors operational compliance, addresses performance issues, ensures appropriate communication with Human Resources to meet corporate, legislative, and collective agreement requirements, and other duties as required.

Criteria

Screening Criteria:

  1. Completion of a Bachelors degree in Business, Commerce, Economics, or the Social Sciences (Equivalencies may be considered)
  2. Related, progressive management and leadership experience
  3. Experience in Homelessness and/or Supportive Housing programs
  4. Experience in strategic planning and/or program development
  5. Experience preparing position papers (asset)
