THE OPPORTUNITY

In this high-impact role, you are not only part of the senior management team but also supporting the shape of the financial future of a growing city. With an opportunity to both lead and contribute to the future of Swift Current, you bring a forward-thinking mindset and strategic insights on maintaining the city’s financial health and driving economic sustainability. As a leader you will guide and mentor a team of professionals in several departments, empowering excellence and collaboration. Working closely with the senior management team you will help guide strategic decision-making and resource allocation with data-driven financial insights and recommendations.



KEY RESPONSBILILTIES

As the Director of Finance you are responsible for:


Financial Planning & Strategic Analysis:

- Lead the preparation and management of the city’s financial planning including budgeting, forecasting, and fiscal reporting.

- Conduct financial forecasting and risk analysis to identify future financial challenges and opportunities.

- Ensure the timely and accurate preparation of financial statements, reports, and analysis to provide clear insight into the financial health of the organization.

- Implement and maintain effective financial management systems, controls, and procedures to ensure compliance with regulatory requirements and best practices.

Support the Executive Director and senior management team with preparing necessary financial reports to be presented to council.

- Regularly attend bi-weekly evening council meetings, providing support in presenting financial information and updates as needed.

Treasury Management:

- Oversee all treasury functions including cash flow, reserves, debt management and investments to monitor and evaluate use of city resources.

Property Assessment & Taxation:

- Oversee and lead the property assessment and taxation team, ensuring accuracy and efficiency in valuations and tax collection processes.

- Oversee the utility billing and collections processes, ensuring revenues are retrieved in a timely manner and accurately calculated.

Purchase & Procurement:

- Lead the purchase and procurement team, ensuring strategic purchasing strategies and cost-effective sourcing while maintaining municipal regulations.

- Develop and implement procurement policies and procedures that align with regulatory compliance.

Leadership & People Management:

- Oversee three core teams: finance operations, property assessment & taxation and purchase & procurement teams.

- Lead and mentor a diverse team of managers and professionals while promoting a culture of collaboration and innovation to ensure a high-functioning and cohesive work environment.

- Work collaboratively with senior management to align financial strategies with the city’s overall organizational goals.


QUALIFICATIONS

As the Director of Finance, you will bring:


- Bachelor’s degree in accounting, commerce, finance or a related field.

- Minimum 5-7 years experience in a senior financial management role, preferably within the public or municipal sector.

- Chartered Professional Accountant (CPA) designation in good standing is required.

- Knowledge of relevant legislation such as The Cities Act, Tax Enforcement Act, and PSAB standards.

- Willingness to become Safe Places – Aware Certified including the completion of the Government of Saskatchewan’s ‘Duty to Report Training’.

- Proficient in Microsoft 365, Oracle Fusion Cloud and Ceridian Dayforce.

- Substantial experience in people management, including team building, performance evaluation and conflict resolution.

- Demonstrate a high capacity for financial and economic analysis and planning, with reference to municipal finance.

- Experience leading and executing change management processes and projects.

- Ability to provide strategic leadership and make decisions within scope of the position.

- Demonstrate a high level of integrity and professionalism.

- Excellent communication and interpersonal skills, with the ability to build effective relationships and communicate financial information clearly and concisely.
