Main Purpose & Function

The Project Coordinator II works as part of the Commercial Water Connections Team that processes requests for installation of water service connections and meters for new commercial and multifamily developments. The Project Coordinator II is also required to assess and comment on servicing requirements for development permit applications and provide technical information relating to water servicing design by phone, written correspondence and in person to developers, trades people, internal staff and the public with minimal support or supervision.

The position reports to the Commercial Connections Engineering Assistant (EA IV) and ultimately the Long-Term System Planning Engineer, this role is responsible for completing the day to day review of commercial development proposals and issuing of permits for the installation of new water services and water meters, providing technical review and guidance and coordinating with developers, design consultants and Water Operations crews.

Specific Duties & Responsibilities

  • Provides technical review, feedback and acceptance for commercial water servicing proposals based on mechanical plans for developments relating to water servicing, water metering, and cross connection control
    • performs design and layout work for water servicing and meter installations
    • prepares cost estimates for projects, monitor and review job costs, process charges or refunds as applicable;
    • provides preliminary assessment of site issues/risks
    • investigates and process claims for accuracy; recommend approval and/or investigate discrepancies
    • ensures compliance with applicable City by-laws, industry and City standards, building codes, and regulations, and provide advice and assistance to a variety of internal and external parties
    • coordinates archaeological investigations for permits as required
  • Acts as a liaison and coordinator between City Operations and design/construction firms; participate in meetings relating to current and future projects; reviews plans and working drawings at various stages for conformance to guidelines and established standards
  • Provides information, direction and assistance to other department staff, the public, consultants, contractors, engineers, utility companies and other agencies on water servicing requirements, policies and related matters
  • Conducts site meetings and field inspections with City staff to ensure that water services and meters are installed in accordance with contractual terms and established regulations
  • Prepares and maintains a variety of records related to commercial water service permits, including correspondence, and project specifications, asset data, work management details and site instructions for service and meter installation, invoicing, billing and payment information
  • Enters and provides QA/QC for water servicing information in Hansen work order management system, POSSE permit management system, Tracker database and VanDocs.
  • Reviews fees and issues invoices/payment notices to the developer, and also determines whether a permit has scope that is larger than appropriate for the flat-rate fee schedule in the Waterworks By-Law and manages cost-estimates for work outside of the flat fee schedule.
  • Reviews subdivision, development permit, and building permit proposals for conformance with the Waterworks bylaw, servicing standards, and cross connection control standards.
  • Coordinates development of AutoCAD drawings for the applications of utility crossing permits.
  • Ensures work is in conformance with the City’s established Water Design OQM requirements specific to development review, construction, and water servicing
  • Arbitrates disputes regarding service connection requirements and reviews and advises on and proposes solutions to issues discovered in field with the Waterworks engineer.
  • Administers the construction water program, including technical review of existing infrastructure, administering billing, and ensuring cross-connection control.
  • Liaises with third party utilities to discuss design considerations and obtain third-party utility permits.
  • Provides direction to Sewer technical staff for issuance of Fire Hydrant Use Permits and resolve Hydrant Use Permitting issues.
  • Other duties/responsibilities as assigned.
Qualifications

Education and Experience:

  • Graduation from an Institute of Technology with a certificate in Building or Civil Technology and sound related experience; or a combination of training and experience.

Knowledge, Skills And Abilities

  • Considerable knowledge of water servicing and metering designs, cross connection control devices and construction practices
  • Considerable knowledge of departmental policies and procedures involving the processing of applications such as subdivision, building, development and related permits.
  • Working knowledge of the City's existing databases, including Hansen, SAP, Tracker, Prism and new Permits and Licensing software, POSSE, to manage commercial water connection and meter permits.
  • Ability to accurately read and interpret underground utility maps, mechanical engineering drawings and specifications
  • Ability to interpret City by-laws and standards relating to commercial and residential developments and water servicing.
  • Ability to interpret and apply relevant by-laws, guidelines, policies and regulations in a consistent manner.
  • Ability in establishing effective working relationships with all internal and external contacts through strong interpersonal, written and oral communication skills is required.
  • Excellent customer service skills and the ability to deal tactfully and effectively with the public and staff.
  • Ability to work effectively with minimal supervision and have the ability to effectively manage timelines.

Driver’s License And Record Checks

  • A current and valid Class 5 BC Driver’s License and a Satisfactory National Safety Code driving record.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
