Service Alberta and Red Tape Reduction

Service Alberta and Red Tape Reduction is the government’s solution provider and supports the significant events in Albertans’ lives, like having a child, getting married, mourning the loss of a loved one, getting a driver’s license, or buying a home.

Our ministry is responsible for protecting consumers in an increasingly complex economic environment; overseeing registry activities, like vehicle, business and land registrations; and cutting red tape by one-third to reduce costs, speed up approvals, and make life easier for hard-working Albertans and businesses. The ministry also oversees the policies and legislation related to the regulation of the alcohol, cannabis, gaming, and horse racing industries in the province.

Role Responsibilities

Are you interested in joining a new government branch that is responsible for developing and implementing Alberta’s online gambling model? Do you possess the skills and knowledge to aid in the development of the regulatory standards and policies necessary to ensure integrity within the online gambling space, as well as a compliance program to ensure that these standards and policies are being met? Gambling is a regulated industry, where those operating within the space must comply with a set of minimum standards set out by government (e.g., social responsibility standards, technological standards, platform integrity standards, etc.).

Reporting to the Executive Director, as the Director of Operations Compliance, you will be responsible for leading the development, implementation, and ongoing administration of the Government of Alberta’s Standards for Online Gambling, in collaboration with cross-ministry partners and internal subject matter experts.

You will also be responsible to establish and operationalize an online gambling compliance program, including the development of any necessary policies, training requirements, and risk assessment and reporting systems to support the effective monitoring of operator compliance within the province’s online gambling regulatory framework (e.g., regulatory policies, relevant legislation and regulation, and Alberta’s Standards for Online Gambling).

Taking an outcomes-based approach, you will build a team and develop strong working relationships with private operators to ensure they understand and comply with the expectations outlined in Alberta’s Standards for Online Gambling, regulatory policies, and legislation/regulation.

Main Responsibilities Include, But Are Not Limited To

  • Lead the development of Alberta’s Standards for Online Gambling to support the effective conduct and management of online gaming in the province.
  • Ensuring that effective systems are in place to monitor operator compliance with Alberta’s Standards for Online Gambling, regulatory policies, as well as any additional federal or provincial requirements for online gaming operators.
  • Monitor the ongoing effectiveness of the compliance program and assist in identifying measures that provide early warning of potential gaps in meeting program objectives.
  • Working with legal counsel, advise executive management on the Government of Alberta’s federal and provincial obligations and industry best practices related to the regulation of online gaming, and strategies to ensure effective compliance among online gaming operators.
  • Liaise with external stakeholders and cross-ministry partners as needed to ensure all relevant federal and provincial legislative, regulatory, and policy obligations are met.
  • Build a high performing team by establishing unit objectives, priorities, work plans and deadlines and act as the subject matter expert while supporting team members.
  • Work with operators to support their regulatory and operational compliance with Alberta’s Standards for Online Gambling, regulatory policies, and any related federal and provincial legislation/regulation.

Qualifications

Minimum Requirements:

  • A post-secondary degree in a related field (e.g., criminology, business administration)
  • PLUS a minimum of 7 years of management experience in a regulatory/operational compliance environment
  • Equivalencies may be considered on a one-for-one basis

Experience Or Knowledge That Will Be Considered And Asset

  • Experience with and knowledge of regulatory compliance and risk mitigation controls
  • Experience assessing risk and achieving outcomes-based regulatory goals
  • Experience building a high-performing team
  • Experience using data to inform strategic planning and decision-making, determine potential trends, and recommend actions
  • Experience managing multiple complex projects simultaneously, preparing project plans, tracking progress and reporting to leadership
  • Familiarity with the use of office technologies and computer programs such as Microsoft Office

The Successful Candidate Will Have

  • In-depth understanding of the broader online gambling regulatory space and its application to the Government of Alberta’s compliance program and operations
  • Clear awareness of Alberta’s existing gambling regulatory environment.
  • Clear understanding of government decision making processes and accountabilities.
  • Robust knowledge of the gaming industries – in Alberta, Canada, and globally – and the potential implications of proposed policy and program design.
  • Familiarity with current events and issues affecting the work of the Government of Alberta in the online gaming space

Hours Of Work

7.25 hours a day / 36.25 hours a week.

Location: Edmonton, AB: must reside or be willing to relocate to Edmonton.
