Position Summary

Administrative Temporary Full-time New Contract Position (Immediate to August 15, 2025)

Reporting directly to the Chair, the Degree Program Developer is accountable for the design, development, and start-up for the Bachelor Emergency Management (Honours) degree program.

The successful candidate adds value to the School of Community Services by leading curriculum design and new program development, based on subject matter expertise and professional networks in the field of Emergency Management. The successful candidate will manage the enrolment process of the first cohort of students, as well as the design of applied learning and placements.

The successful candidate brings experience and credentials as an Emergency Manager in Ontario and is prepared with strong capabilities in the areas of education and leadership. The incumbent displays creativity and initiative to develop the degree program in this administrative position with expectations to champion growth in the Emergency Management (EM) degree, and to advance the College’s strategic expectations for student success, academic leadership, and operational effectiveness.

Successful candidates will be required to conduct work within Ontario and must be available to work on campus as required. It is anticipated that this position will meet the needs of the department through a hybrid work arrangement with three days on-site, and two days remote.

Responsibilities

  • Carry out the operational program development plan for the Bachelor of Emergency Management (BEM) degree
  • Actively review trends, opportunities, and industry needs relevant to priority areas for the Bachelor of Emergency Management degree development through environmental scanning, strategic inquiry, external stakeholder engagement, and professional development
  • Curriculum design, development, and delivery approaches to optimize professional learning, recognizing changing student needs and expectations, changing industry needs and opportunities with technology-enabled learning
  • Engage with internal and external stakeholders to achieve industry, department, School, and College expectations
  • Maintain a network of contacts to position Conestoga and the School for excellence and impact in focused emergency management programming
  • Bring forward trends, opportunities, and industry needs relevant to emergency management
  • Provide guidance as the subject matter expert to ensure that program/course curriculum and delivery strategies demonstrate leading practices for adult learning and continuing education and align with professional regulatory and accreditation/certification bodies where required
  • Design and implement labs, applied learning, and placements
  • Plan and coordinate curriculum development to ensure completion of deliverables per stated timelines
  • Engage subject matter experts to support the ongoing development of programs and courses
  • Consult with Conestoga’s curriculum consultants to ensure design integrity
  • Work closely with simulation technologists to design and develop scenarios appropriate for EM learning
  • Work closely with copyright coordinator to ensure curriculum meets standards
  • Prepare EM student handbook
  • Prepare new course code requests, program design forms, and request for approval to proceed documents
  • Ensure currency and quality of programs and courses per review schedule to meet Conestoga’s requirements
  • Contribute to the marketing strategy for the BEM program, including social media
  • Consult with Conestoga’s Facilities team and engage with internal and external stakeholders to develop the proposal for the physical design of the EM labs
  • Design operational guidelines for use of the labs, including human resources required
  • Review industry trends/needs and engage with subject matter experts to identify specific equipment required for teaching and learning labs
  • Engage with internal and external stakeholders to develop the process for students to complete required on/off campus field placements
  • Design and update admission requirements for student success, per college requirements
  • Contribute to the marketing plan and recruitment activities, with approval of the Chair and in collaboration with Conestoga’s Marketing department to ensure program needs are met
  • Develop effective promotional materials for the program in conjunction with Conestoga’s marketing initiatives
  • Liaise with program assistant to ensure Student Information System (SIS) input is completed and courses are set up for student registration
  • Liaise with the Registrar’s Office regarding student admission and progress management concerns

Qualifications

  • Master’s Degree in Emergency Management or a related field of study is required
  • Minimum five years of relevant experience in emergency management is required
  • Experience with the College learning management system is an asset
  • Experience with curriculum development is an asset
