Human Resources Advisor

PHS Community Services Society is hiring a Human Resources Advisor.

Reporting to the Director of Human Resources & Labour Relations, the HR Advisor plays a key role in managing employee relations, interpreting the collective agreements, and ensuring compliance with labour laws, employment standards, WorkSafeBC regulations and organizational policies.

This position is responsible for the recruitment of unionized employees and other roles as needed, for organizing and delivering on-boarding training to new hires, coordinating the delivery of other required training for staff, for advising on performance management of unionized employees and for providing a variety of administrative support services to the HR department.

Under the advisement of the Director, the HR Advisor will collaborate closely with union representatives, department managers and employees to resolve issues, facilitate negotiations and promote a harmonious workplace culture. This position will maintain confidentiality and ensure the security of information at all times.

This position is based at our HQ in Vancouver’s Downtown Eastside, in easy walking distance of Downtown, Chinatown, Gastown and the Seawall. There are good transit links – we’re a couple of blocks from the Stadium-Chinatown SkyTrain station.

Responsibilities

Job duties include (but are not limited to):

  • Responsible for the recruitment, hiring, on-boarding, training, and retention of unionized employees based in Vancouver, ensuring processes for mandatory training completion and tracking are effective and consistent and all new-hire packages are compiled to completion.
  • Responsible for managing the coordination and delivery of the on-boarding training for newly hired unionized employees and other staff as required, in collaboration with the management team.
  • Responsible for coordinating and managing additional required training for all PHS employees, including the administration and logistics of booking training sessions, communication with external facilitators, meeting room locations/facilities, and attendees.
  • Manages performance and employment-related themes for unionized employees, including probationary period evaluations, attendance management, shift availability and scheduling commitments, medical leaves and accommodations etc.
  • Investigates work-place issues and performance concerns of unionized employees and executes and manages the progressive discipline process, up to and including termination; advises and supports managers in writing adverse reports, delivering disciplinary meetings and drafting remedial action letters when required.
  • Manages the grievance process for unionized employees by conducting preliminary research into grievance issues and working closely with the HR Manager to resolve grievances in a timely manner.
  • Utilizes data from HR analytics to identify staffing shortages and trends (summer, holidays etc.) and proactively diagnoses and addresses recruitment and retention concerns and needs.

Education And Experience

  • Diploma or certificate in Human Resources Management and two to four years of recent, related HR experience in a unionized, non-profit environment.
  • Strong communication skills and demonstrated ability to supervise and mentor staff.
  • Must be able to demonstrate core competencies of the PHS mandate and approach to care and harm reduction.
  • Knowledge of WorkSafeBC/OHS programs & procedures and critical incident reporting.
  • Active learner: keeps informed about legislation, regulations, industry trends, technology and protocols, and shares knowledge and supports staff to integrate evidence-based practice in the delivery of quality care/services.
  • Intermediate to advanced skills using a variety of software including Microsoft Office Suite, Dayforce, and others.
  • Ability to work independently and effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Results oriented; takes initiative and assumes ownership of work.
  • Demonstrated ability to exercise considerable judgment, tact, and discretion in preparing, disclosing and handling information of a confidential or sensitive nature including personnel information.

Terms of employment

Job Type: Permanent, full-time.

Salary: $78,062 per annum.

Benefits: Extended healthcare, dental, vision care, municipal pension plan.

Schedule: Monday-Friday, 9am – 5pm in office; remote work days can be negotiated.
