EPCOR Water Services (EWS) has a full-time permanent opportunity for a Plants Integrated Resource Planning (IRP) Manager to join the One Water Planning (OWP) team at our downtown offices in Edmonton, AB. The Plants IRP Manager is responsible for the development of the Plants (Water and Wastewater Treatment, Reservoirs and Lift Stations), Integrated Resource Plans and supporting the performance-based regulation (PBR) filings.

What you’d be responsible for


The Plants IRP Manager is accountable to the IRP Senior Manager and is responsible for the development of the water and wastewater treatment plant (including reservoirs, pump stations and lift stations) Integrated Resource Plans. Other key accountabilities will include, but are not limited to:


IRP

  • Developing and consolidating the water and wastewater treatment plants (including reservoirs, pump stations and lift stations) Integrated Resource Plans (IRPs) across the water cycle.
  • Coordinating IRP inputs from water and wastewater treatment plant operational areas, engineering teams, and city and regional partners including alignment of plans with EPCOR corporate objectives.
  • Collaborating with planning, operations, and engineering teams to initiate IRP-level concept plans for major water and wastewater treatment plant expansions considering growth and system reliability in coordination with major city infrastructure and City Plan direction.
  • Supporting grant applications and reporting.

PBR Input

  • Coordinating closely with Finance and Regulatory teams; synthesizing of IRP’s and strategies to develop the Plants capital plan for the regulatory filing.
  • Leading business case preparation for water and wastewater treatment plant related expansions and projects for PBR filing.
  • Supporting the preparation and presentation of annual progress reports and operational plans.

Long-Term Plan

  • Coordinating annual long-term plan updates.
  • Collaborating with engineering and risk teams to ensure common risk perspective is applied across Plants asset categories to support investment and operational priorities within the PBR submission.

Design Guidelines and Models

  • Planning support for developer area and neighborhood level planning submissions that include reservoir and pump station components.
  • Planning support with model calibration and identification of operational flow scenarios from SCADA to use within the models.

Risk/Asset Management

  • Supporting the development of prioritization tools for capital investment choices for annual and long-term execution.
  • Collaborating and coordinating with Plants asset management teams to evaluate end of life assets for growth related upgrades

Representation & Industry Engagement

  • Leading IRP and strategy discussions internally and externally and presenting to industry and the public.
  • Ensuring continual engagement with industry, public and other stakeholders on IRP’s and strategies.
  • Building and maintaining connections with industry peers.
  • Engaging with industry on integrated resource planning and one water planning best practices, innovations and research.


What’s required to be successful


  • Completion of post-secondary education from a recognized post-secondary educational institute (B.Sc.) in Engineering (Environmental or Civil preferred)
    • Graduate level degree or courses in Water Resources Engineering would be an asset.
  • P.Eng. designation with APEGA (or eligible for registration with APEGA).
  • Experience that includes:
    • 8+ years of progressively responsible professional engineering experience in one or more of the following areas:
    • Strategic plan development and implementation including a risk assessment background in the water or wastewater industry,
    • Planning, engineering, design or operations of water or sanitary infrastructure (preferably water and/or wastewater treatment plant experience).
  • 5+ years of experience managing and leading teams.
    • With PBR rate filings and exposure to Cost of Service methodologies, and business case development.
    • A regulated utility and with municipalities/ other stakeholders.
    • Strategic and technical report writing skills.
    • Exposure across the one water cycle and City of Edmonton Planning.
  • Understanding of:
    • Integrated resource planning, asset management and risk techniques.
    • Capital strategy development and planning process.
    • The one water cycle interrelationships and primary risk drivers.
    • Public engagement and communication principles.
  • Demonstrated ability to do industry research and synthesize into actions/ strategies.

This is a professional level position that typically works Monday to Friday (40 hours per week).
