A key responsibility for Quality and Performance Initiatives (QPI) is to work with other units within the Health System Value branch and all divisions with Alberta Health to champion alignment to a common vision for health system quality and performance amongst key health partners and stakeholders including the Health Quality Council of Alberta, the Office of the Alberta Health Advocates, the Office of the Child and Youth Advocate and all divisions, organizations and service providers of the publicly funded health system.

Reporting To The Director, QPI, The Manager, Quality And Performance Will Lead One Of The Two Teams In The Unit To Support Projects That Are Designed To Sustain And Improve The Quality, Performance And Value Of The Health System And Health Services Across The Spectrum Of Care, Including

  • Working with the director to ensure roles and responsibilities are clearly defined and leveraged to optimize the assurance and impact of quality and performance activities and prioritize investments across a well-coordinated range of partners with specific expertise, capacity and influence.
  • Leveraging a common health system performance framework, the manager supports multi-stakeholder engagement to explore insights about the quality and performance of the health system.
  • Defining emerging issues, risks and opportunities; developing options; and documenting, socializing and prioritizing potential solutions to improve the overall value of the health system.
  • Supporting consideration of data-driven quality and performance improvements activities across the health system, which includes facilitating stakeholder coordination to reduce duplication and optimize resources.
  • Managing complex multi-stakeholder performance improvement projects and initiatives that require coordination amongst various departments, organizations or system-partners.

Qualifications

University degree in Health, Public Administration, Business Administration, Public Health , or related education and supplemented by four (4) years related experience.

Equivalency

Related experience or education may be considered as an equivalency on a one for one basis.

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Required

  • A robust understanding gained through practical experience of government organization, decision making processes and a keen awareness and understanding of government direction.
  • Strong knowledge of the health system, health care delivery, sector trends and health issues in Alberta as well as other jurisdictions.
  • Developing or working on complex policy, strategic issues or priority initiatives.Strong knowledge of GOA policy development, government structure, operations and decision-making processes (up to Cabinet level).
  • Managing multiple concurrent complex projects or initiatives.
  • Developing and providing strategic advice on government legislation and regulations.A strong understanding of complex, multi-stakeholder policy and program development, implementation and evaluation.
  • Working with senior management level employees across stakeholders.
  • Demonstration of creative and innovative approaches.
  • Ability to lead and influence peers on projects.
  • Project management skills with demonstrated experience applying rigorous data-driven approaches to options analysis and decision-making.
  • Knowledge of the health system, health care delivery, sector trends and health issues in Alberta as well as other jurisdictions.

Assets

  • Masters Degree in relevant field.
  • Demontrated experience in stakeholder engagement and change management.

Notes

This competition will be used to staff two(2) full-time permanent position.

Hours of Work

7.25 hours daily/ 36.25 hours weekly, Monday to Friday

Location

ATB Place North, Edmonton, Alberta. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
