Manager, Accounting and Procurement

The Newfoundland and Labrador Housing Corporation (NL Housing) is a crown corporation whose mandate is to develop and administer housing assistance policy and programs for the benefit of low to moderate income households throughout the province. As the largest landlord in the Province, NL Housing manages a portfolio of over 5,500 units province‐wide. The services provided by NL Housing provide clients with access to safe, stable and affordable housing, which is essential to the social, financial, and physical well‐being of individuals, families and communities. There is a wide range of housing needs across the province, from those facing homelessness or at risk of homelessness, to low income households needing assistance to pay rent or complete much‐needed repairs on their homes. Position Details

Context: The Finance Department is accountable for four main functions, including accounting, loans administration, corporate administration and property services. The accounting section oversees the controllership and treasury functions, including all financial and management reporting; internal controls; budget preparation, revision, and monitoring; provision of submissions to Treasury Board; and cash flow management. The loans administration section is responsible for the collection of homeowner repair and down payment loans, as well as the monitoring of affordable housing rent levels. The corporate administration section oversees the management of corporate records, fleet, insurance and claims, office equipment and supplies acquisition and supplier source list updating. The property services section administers all property and land holdings.

Duties: Reporting to the Director of Finance, the incumbent is accountable for the day to day operations of the accounting portion of the department, including the supervision of staff. This position develops and administers accounting and internal control processes for assets, liabilities, revenues and expenditures; provides accounting, financial and procurement advice to management and staff throughout the organization; prepares financial updates for board of directors, directs the completion of year end audit file, corporate financial statements and various Federal/Provincial reports, and ensures the budgetary activities are completed within the timeframes and guidelines provided by Treasury Board.. Other duties may be required.

Criteria

Screening Criteria:

  1. Completion of a degree in Commerce or Business Administration (equivalencies will be considered)
  2. Chartered Professional Accounting Designation
  3. Experience in accounting
  4. Experience in Public Sector accounting (asset)
  5. Experience supervising staff (asset)

  3. Knowledge of financial reporting
  4. Knowledge of procurement best practices
  5. Knowledge of accounting systems and business application software
