Nasittuq provides Operation & Maintenance services for the North Warning System (NWS), a joint US and Canadian radar network designed primarily for aerospace defense providing early warning and surveillance of airspace across norther regions of North America. The Canadian portion consists of 47 sites located across Northern Canada.

Scope

As the official point of contact for the PSPC government clearance process, the Chief Security Officer (CSO) is responsible for the maintenance of all organizational, employee and subcontractor security clearances and the controlled goods program. The Chief Security Officer is responsible for the protection of sensitive government information and assets entrusted to the organization and provides oversight and coordination of all corporate activities with respect to security clearance process.

The successful candidate will be required to obtain CSO status and therefore must have or be eligible to obtain Federal personal security clearance to the Level of Secret (10 years of continuous Canada residency, clear criminal record).

Responsibilities

  • Oversee, lead and maintain the process for obtaining and maintaining Government of Canada security clearances and controlled good clearances, ensuring timely and accurate completion and submission of Personnel Security Screening Requests
  • Act as Nasittuq’s Controlled Goods Designated Official ensuring employees are trained on the handling and security requirements complying with relevant regulations and policies and conducting regular audits
  • Prepare and submit required reports to government agencies regarding security clearance status and compliance
  • Foster a culture of security awareness by developing and implementing company wide Security Awareness Training
  • Maintain Security files, including protected/classified documentation
  • Prepare, implement and administer Security Plans relating to both the North Warning System and Alert contracts
  • Manage the North Warning System Communications Security Account; develop and implement policies, standards and guidelines related to personnel facilities overseeing Communication Security Standard Operating Procedures, Controlled Goods Program, Canada/US Joint Certification, Firearms Regulations and Visit Requests
  • Lead investigations into security breaches, physical security incidents, and other security-related issues
  • Conduct audits and risk assessments to identify potential security threats and vulnerabilities developing and implementing mitigation strategies

Qualifications

EDUCATION:

  • Post secondary education in security related fields such as security management, law enforcement or certifications in security-related fields.
  • Physical Security Professional certification will be considered an asset.

Experience

  • Minimum of five (5) years of demonstrated industry leadership over the preparation and implementation of security programs combined with previous work experience with Government of Canada security clearance processes and regulations.

Knowledge Of

  • Government of Canada security clearance processes with deep understanding of Government of Canada security clearance databases and systems.
  • Demonstrated expertise analyzing complex problems, knowledge of physical security measures including access control, surveillance and emergency response planning

Competencies / Skills And Abilities

  • Proficiency in writing, developing and implementing incident response plans
  • Intermediate to advanced proficiency in Microsoft Office (Excel, Word, and PowerPoint) and Outlook.
  • Ability to provide direction and inspire a security-conscious culture within a diverse and multi-cultural environment including remote areas throughout the Arctic
  • Expertise in identifying, assessing and mitigating security risks across various domains including physical, personnel and communications
  • Proven ability to develop and implement crisis management and response plans
  • Demonstrated high ethical standards and a commitment to upholding the highest levels of integrity in security related matters
  • Attention to detail and the ability to handle sensitive information with discretion
  • Persuasive and articulate interpersonal communication skills to convey complex security concepts to both technical and non-technical stakeholders, both written and verbal
  • Adaptable to work under pressure, in crisis situations managing multiple priorities and
