SCOPE:


The City of Surrey Engineering Department has an opportunity for a Senior Project Engineering position in the Sanitary Sewer Planning Section. This would be a senior role in the sanitary sewer section that supports initiatives around growth, asset replacement, sewer source controls, and system optimization. This role would be responsible for managing the sanitary sewer capital planning portfolio, along with providing technical expertise in the development, design, and delivery of new sewer infrastructure. This role is both a technical resource as well as a staff resource for the sewer planning section, providing leadership, training, and mentorship to junior staff. This is an excellent opportunity to gain a varied experience working with an innovative team, leading projects to support growth and increased complexity in providing services to city residents and businesses for the largest sanitary sewer utility in Metro Vancouver.


The Senior Project Engineer would have an important role in leading internal programs, reviewing proposals for new growth in Surrey, leading or developing servicing plans for growth, and supporting the relationship between municipalities and Metro Vancouver with respect to the delivery of sewage collection and treatment services. The role requires a strong understanding of our sewer system, the principles of pipe hydraulics and hydraulic modelling, a strong ability to manage financial portfolios, and an understanding of sustainable service delivery and asset management principles. The role would be responsible for developing and leading internal and external projects, providing technical support for the sewer utility.



RESPONSIBILITIES:


The Senior Project Engineer would be responsible for:

  • Develop, conduct, or lead assignments of utility system performance.
  • Develop work and manage external engineering services for sewer planning and management.
  • Develop and implement new systems for oversight and management of the utilities.
  • Develop and implement data collection programs for sewer flow, odour control, and other programs
  • Conduct detailed analyses on operational data for sewer performance
  • Conduct detailed reviews of proposed sewer servicing and system replacement needed for development
  • Evaluate and analyze of data from supervisory data collection systems.
  • Lead source control programs including inflow and infiltration analysis, reduction, and performance assessments
  • Review of technical reports and designs prepared by external engineering consultants.
  • Provide advisory or direct role in servicing engineering design and construction projects, may include field reviews.
  • Coordinate with regional and neighbouring municipalities regarding administration and operation of sewer utilities.
  • Coordinate and support sewer planning and administration with Surrey Sewer Operations and other internal groups.
  • Support utility planning assignments for areas of population growth.
  • Support other senior team members project and utility related tasks, including development and review policies, practices and procedures, capital work and maintenance programs.
  • Support and innovation of asset management and sustainable service delivery processes and tools.
  • Technical training, mentoring and support of staff in areas of expertise.
  • Respond to and addressing customer service issues and citizens’ concerns.
  • Work with internal staff and other City Departments as well as liaise with Consultants, Contractors, Utility Companies, and other agencies.


QUALIFICATIONS:


  • Bachelor’s Degree in Civil Engineering or a related engineering discipline.
  • 10 or more years of demonstrated progressive related experience in management of piped infrastructure or utilities of, including experience in a local government or similar environment.
  • A valid and unrestricted drivers' license.
  • “Professional Engineering (P.Eng) designation or a professional designation and ability to register with Engineers and Geoscientists BC.
  • An equivalent combination of training and experience may be considered.
  • Is a team player and able to establish and maintain effective working relationships.
  • Has good problem solving skills, pays attention to details, and can work independently.
  • Has an ability to coordinate and supervise projects including control and monitoring of consultant’s and contractor’s work and performance, liaison with outside agencies and project financial control.
  • Understand and interpret engineering plans and specifications; collect and analyze data.
  • Possesses the ability to communicate effectively both orally and in writing;
  • Experience with GIS and piped hydraulic models is a benefit, and proficiency in Microsoft Office programs (Word, Excel, Outlook, Teams) is required.
