Role Responsibilities

Are you a strategic leader passionate about transforming healthcare through digital solutions?

Reporting to the Director, Consumer eHealth within the Strategic IMT Services Branch, the MyHealth Records Manager plays a key role in delivering eHealth solutions directly to Albertans. MyHealth records allows millions of Albertans to securely access their own health information and other resources online. The manager is responsible for working within the constraints of the Health Information Act and other pertinent acts and regulations to provide strategic leadership and oversight of day-to-day operations of the MyHealth Records program and related services within the Branch.

This position leads a team of professional and administrative resources to provide strategic planning, delivery oversight, and operational support to MyHealth Records and other eHealth programs and initiatives. This job is accountable for ensuring operational policies are implemented and the business needs (including project, operational, and governance) of eHealth programs are met. The position is responsible for managing and coordinating the delivery of strategic and technical projects and operational considerations for new system development including external stakeholder engagement, communication, and change management activities.

The role provides leadership in the ongoing evolution and enhancements of systems supporting eHealth programs including communication with external stakeholders on program changes. This involves frequent interactions with vendors, Provincial Health Agencies, other ministries including Technology & Innovation, Service Alberta Red Tape Reduction, other branches within Alberta Health, and other key stakeholders including the Alberta Medical Association, patient advisory groups, clinical working groups, and directly with Albertans. Strong communication, collaboration, analysis, project management, and issues management are key components of this role.

Key Responsibilities

  • Oversight of day-to-day operational activities to ensure eHealth services and support are available to Albertans;
  • Expertise in strategic planning, program policy, governance support, and program benefits realization;
  • Lead the delivery of new eHealth services and enhancements for Albertans while ensuring compliance with pertinent legislations;
  • Manage and supervise unit and assigned temporary staff;
  • Support contract, grant and vendor management.

  • Build Collaborative Environments - Collaborates across functional areas and proactively addresses conflict: systems are integrated with other systems from across the health system and government (e.g. AHS, Alberta Netcare, Service Alberta Digital Identity Services, Health registries, vendor systems). Collaboration with others within and outside of the department is required to ensure technical and business project and operational needs are met.
  • Agility - Identifies and manages required change and the associated risks: Implementation and operational issues constantly arise without warning requiring this position to manage them immediately. Adjusting plans and adapting schedule or pivoting to other activities to address new priorities and issues is expected of this position. Ability to manage stress is essential.
  • Drive For Results - Takes and delegates responsibility for outcomes: This position has ongoing operational and project activities that support a public-facing provincial service accessed by millions of Albertans. The position requires the capacity to recognize urgency in the delivery on tasks and resolving issues

Qualifications

University degree in Computer Science, Public Health, and Business, Public Policy or related field, supplemented by a minimum of four (4) years of progressively responsible related employment experience is required.

Equivalency

Related experience or education may be considered as an equivalency on a one for one basis.

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Required

  • Issues management experience;
  • Excellent public speaking and presentation skills to senior management.

Asset

  • Project management formal training and /or certification;
  • Change management formal training and /or certification;
  • Policy development experience.

Notes

This competition will be used to staff one (1) full-time permanent position.

Hours of Work

7.25 hours daily/ 36.25 hours weekly, Monday to Friday

Location

ATB Place North, Edmonton, Alberta. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
