Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
The Supply Chain Management Shared Service (SCMSS) is a new organization that supports health services delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to service delivery organizations (SDOs) across the health sector. The SCMSS leads the category management health and population cluster for the Government of Manitoba and is responsible for establishing contracts for in-scope items that can be used by stakeholders across public sector partners.
The Director Provincial Distribution Logistics will play a key role in establishing and leading the new SCMSS within Shared Health and across its SDOs, and provide ongoing leadership to enable and drive innovation, mitigate supply risk, and improve supplier performance.
Main Function:
The Director Provincial Distribution Logistics will:
7 years of experience managing a client service focused team in the delivery of enterprise-wide supply chain management functions focused on warehousing, materials management, distribution, and logistics in a large publicly funded multi-enterprise network, preferably in the health or public sector, including:

Main Function:
The Director Provincial Distribution Logistics will:
- Establish and lead a flexible and collaborative team of approximately 200 people to provide warehousing and material management services within Shared Health, implementing a strategic, logistical solution to support internal and external clients across the health and other government sectors throughout Manitoba
- Identify service improvements for distribution and logistics functions and operations
- Work collaboratively with other SCMSS leads to implement policies or procedures to enhance quality of outcomes, and improve efficiencies for approximately $900 million in annual purchases while nurturing a culture of optimal client service
- Manage all operational functions of distribution and logistics, and evaluate provincial needs to ensure service optimization
- Deliver a collaborative, customer-oriented service supporting administrative and clinical leadership that ensures vital supplies are available in a timely manner, within budget, and in the quantity and location needed
- Create relevant metrics and reports regularly on operational performance, change initiatives, and risk identification and mitigation
- Attain the best value for the health system while maintaining compliance with all relevant storage and distribution regulations, legislative requirements, policy, processes, financial controls and directives
7 years of experience managing a client service focused team in the delivery of enterprise-wide supply chain management functions focused on warehousing, materials management, distribution, and logistics in a large publicly funded multi-enterprise network, preferably in the health or public sector, including:
- 5 years of experience creating and leading collaborative teams; building capacity and engaging in individual and team performance management
- 5 years of experience influencing senior management, key stakeholders, and ensuring effective warehousing and materials management across a geographically dispersed area including the transportation and distribution methods required to serve rural and remote locations including in northern Canada
- 5 years of experience developing and implementing annual operating plans focused on client service and leading warehouse management, materials management, and/or distribution including creating metrics and quantitative reporting of organizational performance against established targets
- 5 years of experience working with supply chain modules of enterprise resources planning systems (e.g. Great Plains, SAP)
- 3 years of experience leading distribution and logistics business transformation including applying process and materials handling improvement frameworks (e.g. LEAN , Kanban, or Six Sigma), setting up centralized warehousing with decentralized distribution, and balancing inventory with fiscal stewardship and sustaining consistent supply
- 3 years of experience in demand planning and forecasting, inventory management, and implementing current warehouse and materials handling technologies (e.g. RFID tracking) to support optimal supply and distribution of products and equipment
- 3 years of experience with specialized supply chain requirements such as medical device reprocessing, surgical supply chains, consignment processes, etc.
- Post-secondary degree in supply chain management, logistics, business administration, commerce or a related field from an accredited post-secondary education institution
- Additional specialized training in supply chain management, particularly distribution and logistics and inventory or health services management are assets
Certification/Licensure/Registration
- Active member in good standing of an associated regulatory body as appropriate
- Supply Chain Management Professional (SCMP); or related designation in logistics or supply chain (e.g. certification from the Logistics Institute Canada or the American Production and Inventory Control Society) are assets
- Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg
- Interruptions to respond to questions are common, dedicated and focused time for planning and concentration can be scheduled
- Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle
