Role Responsibilities

The Residential Facilities Licensing Officer will monitor and license residential facilities in accordance with the Child Youth and Family Enhancement Act to ensure quality of care and accountability for children in the custody or guardianship of the Director.

In this role you will be responsible to oversee program operations by;

  • Reviewing and processing applications for license or license renewals
  • Inspect and monitor compliance for all licensed facilities – foster care and group care.  Conduct regular inspections and audits of residential facilities to assess compliance with regulatory standards, including the Alberta Child Youth Family Enhancement Act, Residential Facilities Licensing Regulation, Enhancement Policy, contracts, agreements, and agency policies.
  • Assist in identifying emerging issues in the region, assess potential impacts, develop action plans, recommend and implement mitigation strategies to support license holders
  • Ensure services are delivered in a strength based, proactive manner and adhere to the Child Youth and Family Enhancement Act, Residential Facilities Licensing Regulations and in accordance with agency policy.
  • Provide information, consultation and orientation on Acts, Regulations and policies
  • Collaborate with Child Intervention, Alberta Health Services, municipality services, and policing agencies related to reported incidents and inspection concern.
  • Inform supervisors, managers, directors and others of regulatory non-compliance and/or current issues within Facility: foster care or group care
  • Respond to all residential licensing related inquiries made by Albertan's.
  • Complete all required paper work, reports, and applications and maintain physical and electronic files.
  • Ensure that all data management systems are kept up to date. 
  • General data entry and collection of required documents. 
  • Assist in responses to Minister's Action Requests and Regional requests for information/support.

Qualifications

To be considered for this position, you must have:

Education:

  • Bachelor’s Degree in Social Work or a related field plus 2 years progressively responsible related experience; or equivalent as described below.
  • Related Diploma and 3 years related experience


Preference will be given to those who have;

  • Regulatory compliance knowledge
  • Data driven strategic planning skills
  • Experience working with stakeholders
  • Knowledge of data base systems CYIM (Child Youth information Management) and CICIO (Child Intervention Case Information online)
  • First Aid certification
  • Valid Class 5 drivers license

This competition is for, 4 full-time, permanent position 

Hours of work:  
Monday to Friday – 36.25 hours per week. 

Regular travel is REQUIRED

Role Requirements: 
You carry a valid Class 5 Driver's License and access to a reliable vehicle.
