Responsibilities

PRIMARY PURPOSE

Manages and participates in the development, implementation and delivery of the occupational health and wellness services for the rail division, including claims management, recover at work program, attendance support program, regulatory medical assessments, pre-employment screening, drug and alcohol biological monitoring, medical fitness for duty assessments, accommodations, psychological health and wellness, and other health and wellness programs. services and activities.

Key Accountabilities

Collaborates with the Director on strategies and plans for the rail division’s occupational health services to address business requirements and ensure compliance with regulatory requirements.

Develops and implements tactics, procedures and processes to support functional requirements and effectively deliver timely services.

Manages and executes end-to-end processes for management of all WSBC claims, from initial assessment to protests, appeals, investigations, and decisions on files of varied complexity. Includes provision of all required information and documentation in accordance with WSBC submission deadlines.

Manages and carries out the development, implementation and delivery of the recover at work program, collaborating with managers, supervisors, employees, union representatives, insurers, doctors and other medical specialists on the development of plans to support employees in returning to and/or recovering at work in accordance with policies and other requirements.

Manages and oversees the development, implementation and delivery of the attendance support program, ensuring that managers and supervisors are oriented and receive the necessary support and guidance to effectively support attendance in their respective areas. Monitors attendance trends for the rail division, reviews and interprets related statistics, and makes recommendations.

Provides expertise and advice to business leaders on all aspects of the occupational support function, ensuring compliance with the relevant sections of the collective agreement, BCRTC’s health and safety policies, and regulations including: employment standards, human rights, and WorkSafe BC and Technical Safety BC. Oversees any audits and assessments to ensure program optimization and compliance.

Manages coordination of jobs demands analyses, medical assessments and pre-employment screening in accordance with regulatory and human resource requirements. Involves maintaining relationships with contracted doctors and assessment providers to confirm employee medical fitness for duty in an accurate and timely manner.

Oversees and coordinates implementation, within the rail division, of TransLink programs and initiatives such as those related to employee family assistance and wellness. Coordinates with business leaders, employees and program services providers as required.

Manages maintenance of all occupational health and attendance -related records, prepares reports on status of activities, and ensures all external reporting and submissions are in compliance with regulatory requirements. Leads department analyses by utilizing related metrics and KPIs. Monitors injury and attendance trends for the rail division. Reviews and interprets related statistics and makes recommendations.

Liaises with a wide range of external professionals, service providers, regulatory agencies, union representatives and other stakeholders to manage and carry out program services. Manages vendor contracts with service providers.

Performs research of best practice, trends and methods, and determines appropriate application to inform and keep current with BCRTC’s relevant programs, policies and initiatives.

Manages reporting staff, including selection, development, coaching, performance management, and other people management practices.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are acquired through an undergraduate degree in a related discipline such as health care or disability management, plus six years of related experience in areas such as health care and disability management within a large, complex and multi-disciplinary organization.

Other Requirements

Advanced knowledge of the concepts, principles, practices and techniques pertaining occupational health, including WSBC claims management, return to work programs, and attendance management programs.

Advanced working knowledge of relevant regulations and internal policies and procedures.

Advanced communication and interpersonal skills to coordinate occupational health activities and processes with managers, supervisors, employees, and a wide range of external professionals and service providers.

Solid experience and understanding in the implementation of Health and Safety system software.

Solid analytical skills to assess and manage claims, and to prepare statistics on functional activities.

Excellent prioritizing, organizing and time management skills.

Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, web-based systems, research and project management skills.

Disability management designation (CDMP) is preferred.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Rate of Pay

Salary $107,200 - $160,800 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
