This position reports to the Manager, Family Justice Programs and acts as an independent, court appointed expert to conduct Court-ordered Parenting Arrangement Assessments (PAA) in complex parenting time and decisions making cases which are before the Supreme Court of PEI. The incumbent also participates in Alternative Dispute Resolution by working with families in the Child Focused Mediation Program and acting as a Parenting Coordinator. The incumbent is responsible for providing expert recommendations and direction to Supreme Court Justices presiding over complex family law litigation and interpreting evidence collected during the assessment to make recommendations to the Court in the best interests of children.


Duties will include but are not limited to:

  • Prepare independent parenting arrangement assessments and recommendations for Supreme Court of Prince Edward Island challenges for both parents, to determine a parenting plan in the best interests of the children;
  • Reviewing documents relating to the family, including court orders, parenting arrangement assessments, protection orders, educational records, mental health records and any other applicable documents involving criminal assault, domestic violence or child abuse;
  • Responsible for reviewing referrals into the Supervised Parenting Time and Exchange Program (SPTEP) and doing intake into the program including screening for potential issues relating to family violence;
  • Providing support to observers and the SPTEP Coordinator on issues that may arise from time to time relating to families in the program;
  • Screening cases for the appropriateness of mediation focusing on issues related to family violence and impaired decision making, in order to ensure that parents can negotiate fairly, competently and safely;
  • Conducting pre-mediation meetings to inform parents of the role of the mediator and the mediation process, to identify issues and provide support and information to parents on the dynamics of separation/divorce and the impact on children;
  • Conducting mediations for families within the Child Focused Parenting Plan Mediation Program;
  • Providing parenting coordination services to files assigned to the FCCO in accordance with eligibility guidelines as authorized under the Children’s Law Act;
  • Providing expert assessment, advice and guidance to the Office of the Children’s Lawyer, the Judiciary and other stakeholders;
  • Under the direction of the Manager, Family Justice Programs, provides guidance and mentorship relating to practice areas in family ADR such as mediation and parenting coordination; and
  • Other duties as required.


Minimum Qualifications:

  • Applicants must have a Masters Degree in Social Work, Education, or Psychology with clinical component or a Masters in a related field with Certified Mediation Training; supplemented by extensive experience working with children and families or demonstrated equivalencies.
  • Must have extensive experience in making, speaking to and defending recommendations and decisions in high conflict scenarios including, for example, court settings, therapeutic settings, meetings with high conflict participants, etc.
  • Advanced oral proficiency in French and English required
  • Demonstrated equivalencies will be considered.
  • Knowledge and skills in collection of information from multiple sources to make evidence-based assessment and recommendations in high conflict family law matters.
  • Advanced intervening-assessment skills along with knowledge and experience of: family systems theory, child development theory, risk and resiliency, infant attachment and bonding, types of family violence; as well as training and experience in: dealing with aggression, de-escalating anger, conflict resolution, mediation, advanced writing skills and time management skills.
  • Extensive knowledge in family dynamics and child development issues.
  • Extensive knowledge in screening issues of family violence.
  • Advanced level writing skills.
  • Qualified for, or prepared to become qualified for Parenting Coordination and Family Dispute Mediation under the Children’s Law act within 12 months or as otherwise agreed depending on the availability of appropriate training.
  • Driver’s license and access to a reliable vehicle.
  • Registered in good standing, or eligible and willing to become registered, with the PEI Social Work Registration Board, the PEI Psychologists Registration Board, or the PEI Counseling and Psychotherapy Association once available.
  • Applicants must provide proof of a successful Criminal Record Check and must have the ability to obtain an enhanced security clearance, which is renewable.
