Job Profile

Acting as a trusted business partner to internal stakeholders throughout the organization, you will use your exceptional analytical capabilities and attention to detail to provide meaningful insight into the City’s finances. This fast-paced role is looking for an independent and creative thinker in financial analysis, who seeks continuous improvement. The ability to both understand the big picture of the City’s operations, business processes, and finances while also analyzing the details will be a major asset in this role. Reporting to the Manager of Financial Planning, within the Financial Services Division of the Corporate Services Department, you will be responsible for the following duties:


What you will be doing

  • Working with the Parks, Recreation and Culture division, provides financial costing of construction and major facility renovation projects by engaging in discussion with staff and management, preparing analyzing actuals and future projections, and resolving financial discrepancies or issues. Provides financial analysis to develop accurate and meaningful budgets, guidance to divisional staff and management on budgetary processes, and provides technical assistance on budget systems. Includes multi-year operating and capital budgets and user fee schedules, as applicable.
  • Acts as a resource for business process improvements for the Parks, Recreation and Culture division. Completes additional special projects as needed. Advises staff of all levels on financial and business process matters. Requires thorough understanding of business processes, best practices, and technology as they relate specifically to project operations, as applicable.
  • Works with staff and management to identify potential budgetary variances and supports the division in completing necessary forecast changes surrounding the construction and facility renovation capital projects and the operating budget forecasts for the new facilities. Performs financial analysis of operating, capital, and reserve accounts as part of the forecasting process. Assists to compile the Operating and Capital forecast and status reports; reviews to ensure compliance with relevant financial policies, engages in discussion with divisional staff and management to come to resolution on potential issues.
  • Strategizes options to solve financial challenges or concerns. Analyzes highly complex financial and business-related issues and makes recommendations for management to assist in strategic decision-making processes and initiatives.
  • Compiles overall project budget and financial update reports for management, project steering committee, Council, and the public, as assigned. Includes development of charts, graphs, and other presentations.
  • Prepares journal entries for various transfers and adjustments as needed. Reviews and approves journal entries ensuring they are within applicable policies and accounting standards.
  • Ensures compliance with reporting requirements related to grant funding. Prepares grant applications and reporting, as applicable.
  • Leads special finance related projects, as required.
  • Other duties as assigned.


Education

Undergraduate Level - Four years or equivalent in Business Administration


Experience and Knowledge

  • Accounting designation or working towards completion - (CPA, CA, CMA, CGA)
  • Three years' relevant experience in Accounting
  • Experience in Municipal accounting and financial computer applications would be an asset
  • Project Management experience, preferably on large Recreation facility construction/renovation considered an asset.


Your compensation

This position is located in Band Level 5 of the Non-Union Salary Scale and has an annual salary range of $91,036 to $111,020. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.


Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week).
