Job Summary

The Design and Construction Facilities Branch is responsible for architecture, engineering and landscape architecture services, design and construction management, and other related technical and professional services.

You are responsible for the effective and efficient management of all services relating to the design, construction and renovation of buildings.

You: oversee all activities of a team of project managers and technical staff engaged in total project delivery of municipal building projects ensuring that objectives are met, policies adhered to and statutory requirements are followed; participate in the strategic and operational planning process; establish and maintaining positive client relationships with internal and external stakeholders; participate on the Branch Management Team; develop and monitor operating budgets; manage the service delivery and human resources of the Unit; and manage, monitor and report on the Unit’s total capital project budget program.

You also manage program and service delivery for assigned capital works or renewal projects for the construction of new facilities, additions, major renovations and/or significant new building functionality and use, including community centres, arenas, swimming pools, major recreation complexes, fire stations, libraries, archives, municipal ward yards, transit maintenance facilities, paramedic stations, administration buildings, heritage facilities, etc.

You shall have a good working understanding of all construction industry standards, including engineering, architectural and landscape architectural practices, and provide expert, technical advice.

Education And Experience

Completion of 4 year Engineering degree specializing in structural, electrical, mechanical or civil engineering, Bachelor of Architecture or equivalent from a recognized university

Minimum of 8 years of professional experience managing the planning, design and construction of buildings projects, including a minimum of 5 years construction project management experience

Demonstrated experience in the development, management and control of human resources, operating and capital budgets and external professional consultants and service contractors

Experience with SAP-PS is an asset

CERTIFICATIONS AND LICENCES

Project Management Professional (PMP) certification is an asset

LEED AP (Accredited Professional) with Green Building Certification Inc. (GBCI) is an asset

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario OR Licensed Architect with Ontario Association of Architects depending on position, or able to obtain licence within timeframe determined by employer

KNOWLEDGE

  • Complete building planning, design and construction methods and practices, related national and provincial construction standards, including legislation, regulations, codes and by-laws pertaining to Ontario Building Code, Accessibility for the Built Environment, Occupational Health and Safety Act, Canadian Green Building Council, Leadership in Energy and Environmental Design (LEED), Environmental Assessment Act, Ontario Fire Codes, etc.
  • Principles of project management, including cost containment/control, risk management and reporting of multi-year, highly complex and high dollar value projects
  • Processes for developing Requests for Qualifications, Requests for Proposals and the tendering and contracting process, including acceptance, review and selection of bids/tenders while ensuring transparency and probity of the tendering/contracting process
  • Computer applications including, Project Management systems, Computer Aided Design (CAD), scheduling, spreadsheet and word processing programs, e-mail and use of the Intra-Internet
  • Protocols for preparing reports, briefings and other communiqués and those pertaining to public consultation, and responding to senior management/Councillor inquiries
  • Current construction materials, methods, processes and practices
  • Canadian Construction Documents Committee (CCDC) documentation
  • Human resources practices
  • Financial and other related business practices
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
