The Economic Strategy and Investment Division within the Ministry of Jobs, Economy and Trade is focused on ensuring strategies and related policies are developed with a broad economic lens and line of sight to economic growth, investment attraction and job creation. The Data Analytics Unit of the division provides data and data-based information to the economic development community for the purposes of business development and investment attraction. The Unit is responsible for the development and maintenance of its online data applications including the Alberta Economic Dashboard, the Alberta Regional Dashboard and Site Selector Tool, Alberta Major Projects, and the Alberta Export Tool.

Role Responsibilities

Reporting to the Data Delivery Manager within the Data and Analytics Unit, the Web Content Specialist is responsible for day-to-day operations of the unit's economic data applications in terms of user experience, content management, and marketing. This person will also be responsible for:

  • Engaging with audiences and gain an understanding of audience needs in order to deploy audience-targeted communication, design, and marketing skills.
  • Developing online content for target audiences.
  • Marketing online applications and measuring their success.
  • Ensuring that content and design of the applications meet target user needs and achieve business objectives.
  • Functioning as part of a highly collaborative team, this position will work with members of team with experience and knowledge in various aspects of data delivery on the web, and provide support to the unit using their audience engagement, communication and marketing techniques.
  • Contributing to the improvement of the Data Analytics Unit's ability to fulfill its mandate, including key deliverables like audience need assessments, user experience recommendations, web user interface wireframes, data information products, strategies for increasing reach of applications, briefings, and recommendations for senior department staff.

  • Creative Problem Solving: This position is required to support the design of leading-edge data applications and products, and generate novel, relevant content. The incumbent must maintain current knowledge of web and data communication best practices and pair this knowledge with insight into the Ministry's key stakeholders and business objectives to generate tools and analysis that support a range of stakeholder needs and the goals outlined in the Ministry's business plan.
  • Develop Networks: This position works closely with various internal and external stakeholders to gather information and to promote the unit's products. This position will also collaborate with unit staff and often with staff outside the division and the ministry to coordinate engagement and information provision to stakeholders. Understanding the information needs of stakeholders requires a wide-ranging network to be successful.
  • Systems Thinking: This position is required to use their expertise to determine how best to meet stakeholder needs for data in the short-, medium- and long-term through continual collaboration with other business areas.
  • Drive for Results: This position must work to deliver projects as needed in a timely manner often in short times frames. The analyst will work with staff within the unit and often times outside the division or ministry to coordinate information provision to ensure efficient delivery. Therefore, self-motivation and good communication with others will be key to driving for results in this position.

Qualifications

University graduation in Business, Communications, Design, Marketing, Social Sciences, Statistics, Economics, or in a related field plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Experience

  • Experience with web communication and marketing, and user-centric web design


Technical Competencies

  • Strong writing and editing skills specific to the web medium, as well as an understanding of audience-directed writing, and the ability to summarize technical research for a mass audience, without losing data or information integrity.
  • Familiarity with content management systems and a working knowledge of HTML and CSS.
  • Knowledge of common and leading practices related to web analytics and marketing, including google analytics or other web analytics platforms, search engine optimization, and other methods to measure audience engagement.
  • Ability to lead engagement activities and collect information from stakeholders through moderation of meetings and workshops, and survey design.
  • Understanding of user experience (UX) design and how to create user interface (UI) mock-ups and wireframes for web based on an understanding of user needs.
  • Analytical and problem-solving skills to develop creative solutions to meet business needs.
  • Understanding of Alberta's economy, including economic structure and trends would be an asset.
  • Knowledge of trends and opportunities in the presentation of data would be an asset.
  • Knowledge of data visualization libraries or software, such as d3 or equivalent, would be an asset.
  • Knowledge and experience with the application of both qualitative and quantitative research methods and data analysis would be an asset.
