Salary Grade: N11 From: $137,775.00 To: $ 172,219.00

Job Summary

Responsible for the WSIB’s real estate portfolio across the province including:

  • Direct all WSIB office lease management, leasehold improvements, landlord relationships, and space planning and optimization and facilities operations. This position will be responsible for the governance of strategic planning for all annual facility projects as well as delivery of associated construction projects.
  • A key member in the development of a Facilities Strategy for all WSIB sites to rationalize the WSIB’s real estate portfolio.
  • Act as a WSIB expert on all matters relating to Real Estate and Facilities Management. Represent the WSIB and Branch on corporate facilities projects and associated committees
  • Provide leadership and technical advice, consultation and direction to team members and WSIB Management at all levels on all aspects of Real Estate and facilities management functions and related WSIB polices & procedures and legislative requirements where applicable.
  • Provide a healthy safe work environment for all WSIB employees and visitors. Actively advocate prevention, and encourage and provide support to implement and maintain effective accident prevention programs.

Facilities Management

Major Responsibilities:

  • Oversees the design and project management team on all construction projects and provide regular reporting on budget, schedule, quality and risk. Maintain knowledge on current and emerging trends in commercial real estate, office interiors and pertinent legislation and associated regulations.
  • Represents the REFM department at JOHSC, CJOHSC and EMBC

Participate in the development and implementation of a Facilities Strategy and the ongoing alignment between work environments and business strategy.

Liaise with External Agencies and Ministries (infrastructure Ontario and Ministry of Labour) and associated external consultants

Collaborate with key partners (ITC, Human Resources, Communications)

Collaborate with other team members and partner organizations to gain business intelligence and incorporate information regarding labour market/workforce assessments /industry trend analysis as appropriate.

Conduct periodic interviews of business unit and other client leaders to identify future business direction related to growth, labour, market changes, ever-greening and other issues that could impact real estate requirements or provide insights relative to strategic and/or optimization focused initiatives as required. Develop scenario space planning and tools/ models and prepares forecasts.

Budget And Vendor/Contract Management

  • Develop and manage budgetary and financial reporting related to:
    • Lease portfolio
    • Capital projects (including Facilities Strategy)
    • Departmental Operating budget
  • Responsible for Vendor management of all facilities and office service vendors technologies techniques and approaches in space planning and allocation
  • Participate with strategic procurement in the establishment of RFP’s open and competitive selection and contracting and oversight of consultants, including but not limited to architects, engineers, planning & design consultants, contractors, project managers, and or other applicable professionals as required.
  • Participate with strategic procurement (and associated government bodies where applicable) in the establishment of RFP’s open and competitive selection, contracting and oversight of specific vendors including but not limited to furniture fixtures and equipment, electrical and cabling,
  • Manage vendors and associated contracts to ensure delivery of high quality services/ products in a timely manner. Establish and maintain relationship management with vendors to support the implementation of programs and services and provide advice and guidance to the other executives on related issues
People Leadership And Development

  • Provide support to Direct reports (Design Quality Manager and Manager Facilities Operations)
  • Provide leadership and management to ensure the delivery of efficient and timely Real Estate & Facilities Management services
  • Identifying resource requirements, and recommending organization changes to the Executive Director, Establishing and monitoring performance objectives, conducting performance reviews and providing guidance and expertise to staff.
  • Review of data and development and dissemination of key performance indicators (KPI) and ongoing review and implementation of continuous quality improvement (CQI) initiatives and leverage automation within the department and WSIB properties.

Develop and manage relationships with internally with all levels of management and external vendors/contractors, client organizations and executives. Monitor and drive continuous quality improvement with respect to customer service and client satisfaction.

Identify ongoing and changing needs and to ensure programs services and work processes are aligned with business requirements to maintain a high level of customer service and support

Perform other related duties and responsibilities as assigned or required

Job Requirements

  • Education requirements:
  • Bachelor’s degree or equivalent experience preferably in Architecture, Engineering or Business
  • Ability to travel
  • MBA and a degree in Architecture, Engineering or Business preferred
  • Membership in IFMA or similar organization preferred
  • Experience:
  • 7+ years’ experience (10+ years preferred) in facilities management project management/portfolio management.
  • Proven track record of leading teams that manage multiple projects of varying size, scale and complexity simultaneously
  • Ability to track overall project budgets, schedules, and risks and prepare associated reports and KPI.
  • Ability to read and communicate architectural drawings and furniture and space planning concepts
  • Strong working knowledge of Project management PMP designation
