Role Responsibilities

Reporting to the Director, Business and System Integration, the Project Manager leads sector-wide projects and initiatives that support the integration initiative with the federal government as well as support future state vision and strategic plan for Alberta Student Aid. The Project Manager will be responsible for the full project lifecycle of activities including project initiation, planning, execution, monitoring, documenting and reporting, and transitioning into operations, ensuring that deliverables are in alignment with business goals and objectives. The Manager will apply project management best practices to successfully complete all projects on time, within budget, and in alignment with project scope and deliverables.

The role performs and assists with the tasks listed below:

  • Support the comprehensive review of Alberta policy/procedure/process/regulation in comparison to CSFAP and identify areas for service delivery transformation.
  • Support specific project elements to identify and develop Alberta's recommendations and positions for service delivery transformation including integration with CSFAP (e.g., what functions are in or out of scope for integration with CSFAP).
  • Work with CSFAP, Alberta Student Aid leadership, Government of Alberta stakeholders, and service providers to articulate and build system and administrative designs that will support innovative and integrated loan service delivery.
  • Develop and manage the Project Charter, Project Plans and Schedule and all activities related to the project deliverables.
  • Establish project teams, including identifying all necessary resources such as internal subject matter experts and project support, and recruiting and managing contracted resources.
  • Manage and track project and sub-projects and their interdependencies and influence resource utilization across the project.
  • Managing project expenditures and budget management through all stages of project implementation to
  • Ensure maximum value within approved budget.
  • Support project teams in the completion of project deliverables.
  • Provide regular status updates to sponsors, steering committees, and other stakeholders.
  • Apply project management methodology, standards, best practices, tools and techniques for planning, execution, documenting and reporting, monitoring, post-implementation of key performance metrics in quality and effectiveness.
  • Manage all aspects of assigned projects, including: developing and updating project charters, project reporting, project integration, scope, schedule, cost, quality, human resources, communication, as well as risk and procurement management.
  • Facilitate sign-off of project charter, project plans, designs, governance, etc.
  • Inform and advise the Director on emergent issues to ensure the success of the unit processes, frameworks and guidelines and recommend go-forward options.
  • Provide advice and recommendations to the branch and division leaders to inform their decision-making and to shape responses.

Qualifications

University graduation in a field related(Computer Science, IT, Project Management etc.) to the position assignment, supplemented by three years related experience.

Related experience or education may be considered as an equivalency on a one for one basis

Assets

  • Ability to apply relevant Government and Ministry business plan goals, and priorities related to the Alberta student loan program to the work of the team.
  • Knowledge of Alberta Student Aid program mandate, student funding programs, business goals and outcomes (e.g. policies and applicable provincial and federal legislation, such as Canada Student Loans Act and Regulation; Students Finance Act and Regulations).
  • A Project Management Professional Certificate (PMP) Certification is a strong asset.
  • Knowledge of stakeholder and client groups and their perspectives and needs of overarching Student Aid programs.
  • Knowledge and experience with complex project management processes and standards.
  • Knowledge of business transformation, change management approaches and strategies.
  • Best practices and methodologies in continuous improvement and implementing operational efficiencies particularly in large organizations (methodologies such as Lean Six Sigma, PMP, Agile, SCRUM are an asset).
  • Excellent communication (verbal, written), consultation, and facilitations skills.
  • Leadership, team building, and interpersonal skills.

This permanent position is located in Edmonton and works 36.25 hours per week, 8:15am – 4:30pm, Monday through Friday.
