The Role

We are looking for a Senior Program Officer to support IRAP’s Division Services. The Senior Program Officer would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Reporting to a Programming Manager, this position would account for the development, implementation and maintenance of policies and related programming in support of IRAP’s innovation mission. In this role the officer would consult with key stakeholders to provide ongoing advice to IRAP program managers on the application of innovation programming and policies and collaborate in reporting to Senior Management.

Education

Undergraduate degree from a recognized postsecondary institution in a relevant discipline.

Experience

  • Significant* experience in the development and implementation of grants and contributions programs and policies.
  • Experience in the application of terms and conditions in accordance with Government of Canada directives.
  • Significant* experience in the research and analysis of complex issues, developing recommendations and providing advice to senior management.
  • Significant* experience in the preparation of briefing notes, reports and presentations for senior management.
  • Significant* experience collaborating with partners, agencies and other government departments.
  • Significant: a minimum of 5 years of experience would be required.

The following experience could be considered as an asset:

  • Experience in the application of performance review and program evaluation methodologies.
  • Experience in applying Project Management principles to strategic priorities or operational plans.

Candidates will be assessed on the basis of the following criteria:

Technical Competencies

  • Knowledge of the application of concepts and standards in accordance with Treasury Board Secretariat Policy on Transfer Payments as well as other related statutes, policies and requirements for the design and management of transfer payments; knowledge of government-wide administrative legislation, policies and procedures (e.g., Financial Departmental/Agency Performance Reporting (DPR), Official Languages).
  • Knowledge of the development and implementation of strategic policies and programs.
  • Knowledge of key elements of program and policy development including stakeholder consultation, organizational alignment, priority review.
  • Ability to research and analyze complex issues and develop recommendations for providing advice to senior management.
  • Ability to write effectively, including strategic policies and proposals, briefing notes, reports and presentations to senior management.
  • Ability to create new external partnerships with agencies and other government departments.

Compensation

Salary under review

From $84,199 to $94,284 per annum.

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
