Job Description
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Manager, Program Development & Contract Management is responsible for all aspects of planning, organizing, directing, and providing operational oversight to all contracted services in relation to either Community Health Service, Long Term Care (LTC) or Assisted Living (AL). In Community Health Service the Manager oversees regional programs and processes (i.e. HARS, TRRs, home support reporting processes for MoH) in addition to contracted services including the Community Supports in Independent Living (CSIL) program. In Long Term Care and Assisted Living, the Manager oversees contracted LTC and AL programs and processes, staying linked with affiliate operators to support operational and clinical issues/concerns, as well as working with our Island Health, clinical, quality, licensing and leadership teams working with our LTC and AL contracted operators.
This position provides leadership in the delivery of client care with a focus on coordination and integration of contracted services across the island. The Manager oversees all aspects of contract management for various projects undertaken by the Program to carry out its mandate of the delivery of client centred community based health and personal support services. The Manager, Program Development & Contract Management, leads or assists with identified projects, proposes new initiatives, liaises with other Island Health programs, and assists with partner engagement, communications and quality improvement activities.
QUALIFICATIONS: Education, Training And Experience
A level of education, training and experience equivalent to a Master's degree in a related discipline such as a health related degree and/or professional health designation, Health Administration or Business Administration and seven (7) years' recent related experience in healthcare, hospitality services management and/or contract management at a high degree of complexity in an area related to operational leadership, relationship building, quality assurance, strategic initiative development and implementation.

- Demonstrated project management skills including understanding of group process and experience resolving complex multi-partner issues.
- Demonstrated operational and/or clinical experience with Community Health Services, Long Term Care or Assisted Living programs.
- Strong written and oral communication skills.
- Ability to integrate administrative, professional and operational aspects of programs and projects an effective and efficient manner.
