Main Purpose & Function

Supports the planning, design, and implementation of major capital projects, leading traffic calming improvements, active transportation, and street and public realm improvement. The position is responsible for supporting the development of policy and plans related to neighbourhood traffic management.

The position reports to the Senior Transportation Engineer, and works in a multi-disciplinary team that includes engineers, designers, planners, and community relations specialists, and oversees the work of technical design staff. The role also requires liaison with multiple branches within and external to the Transportation Division and the public.

Specific Duties & Responsibilities

  • Supports the planning, design, and consultation of major transportation design projects, with a focus on walking and cycling. This includes public and stakeholder engagement efforts.
  • Supports the internal design review process and provides preliminary review of geometric designs, paint plans, and sign plans prepared by Community Transportation or other branches
  • Identifies, collects, and analyses data to support decision making
  • Oversees the work of engineering assistants involved in detailed geometric, sign and pavement marking design
  • Develops and/or contributes to development of policy and guidelines relating to traffic calming
  • Prepares and delivers presentations to peers and the public to showcase Community Transportation’s capital projects and research
  • Participates in branch strategic planning and decision making
  • Keeps current on emerging trends and best practices in the planning and design of traffic calming
  • Responsible for supporting the Community Transportation Branch’s EGBC Quality Management project documentation requirements.
  • Coordinates preparation of and/or develops design deliverables such as technical reports/memos, presentations, letters, approved geometrics, sign/paint plans, and data analysis including reports
  • Liaises with internal and external branches and agencies (e.g., emergency services, Park Board) on design deliverables
  • Retains and oversees consultants as needed (e.g., developing scope of work, reviewing proposals and selecting consultants, overseeing and approving consultant work, etc.)
  • Investigates site conditions in the field to assist in conceptual design work and to observe completed works
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in Civil Engineering with a professional engineer designation and a minimum of three years’ related experience in transportation, walking, or cycling planning and design, or an equivalent combination of education, training and experience.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.
  • Experience supervising technical staff

Knowledge, Skills And Abilities

  • Sound knowledge of current transportation engineering design principles and methods, particularly related to walking, cycling, and traffic calming
  • Sound knowledge of the City’s transportation network.
  • Sound knowledge of processes and procedures relating to the planning and design of active transportation projects.
  • Working knowledge of, among others, NACTO’s Urban Street and Transit design guides, the CROW Design Manual for Bicycle Traffic, the TAC Geometric Design Guide for Canadian Roads and Manual of Uniform Traffic Control Devices, as well the BC Motor Vehicle Act, particularly as they relate to walking and cycling.
  • Excellent leadership skills with the ability to motivate and engage staff
  • Strong analytical skills and a demonstrated ability to anticipate and manage multiple interacting and technically complex issues
  • Strong time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands

  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Ability to prepare technical presentations and reports on complex design issues.
  • Proficient in the use of software applications such as MS Office, AutoCAD, and ArcGIS

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
