Meridia Recruitment Solutions has partnered with The Housing Trust of Nova Scotia (The Housing Trust) to recruit a Senior Project Manager for the Modular Housing for Healthcare Program to join their team based in Halifax, Nova Scotia.


The Housing Trust's mission is to provide quality and affordable housing for low to moderate-income working households in Nova Scotia. To create a stock of perpetually affordable housing, the Housing Trust hopes to acquire 1000 more units by 2030, adding to their existing portfolio of 295 units across five multi-family buildings in Halifax and Dartmouth. Our client's rapid growth and success have resulted in key funding partnerships, including a $45M investment from Nova Scotia Municipal Affairs and Housing to support the Housing Trust in constructing modular housing for healthcare workers and skilled tradespeople who reside in communities across the province.


Role Description
Reporting to the Construction Manager, the Senior Project Manager, Modular Housing for Healthcare Program, will be responsible for the planning, coordination, control, execution, and completion of off-site modular construction carried out by a third-party sub-contractor, as well as the execution of on-site work to facilitate the modular projects - delivering on time and on budget. This role is designed to support the success of the program, where you will directly manage and oversee all modular construction projects, from start to finish.

Your responsibilities will include:

  • Oversee, manage, and direct modular construction projects from start to finish, supporting the RFP process, budget development, and coordinating the contribution of engineers, architects, and modular home builders;
  • Work with the Housing Trust's Site Superintendent to coordinator and manage all subtrades, holding regular site meetings and walkthroughs on-site as required;
  • Implement quality control methodologies for awarded scopes of work;
  • Monitor and meet terms of the Housing Trust's modular agreement with Nova Scotia Municipal Affairs and Housing, including timelines and reporting schedules;
  • Lead and plan regular Modular Committee meetings, ensuring volunteer Board engagement;
  • Prepare internal and external job status reports and presentations for the Modular Committee Board, and other key stakeholders;
  • Ensure compliance with Occupational Health and Safety, and building codes;
  • Manage and mitigate risks, planning to prevent problems and resolve any emerging ones;
  • Manage budgets, invoices, and payment schedules, adhering to internal policies and procedures;
  • Secure close-out documents, including warranties, maintenance programs, manuals, inspection reports, certifications, and drawings;
  • Supervise a Junior Project Manager and work collaboratively with Site Managers;
  • Identify and assess sites for modular development, making site selection recommendations to the Modular Committee, and contributing to any financial analysis to demonstrate sustainability and project affordability.

Qualifications
As the ideal candidate, you bring forward relevant working knowledge of construction processes and proven experience in construction management. You are a natural leader who takes pride in your work and can deliver in a deadline-driven environment. Additionally, you are familiar with local providers of construction services and have an appreciation for the challenges facing the construction sector.

  • Proven working experience in project management in the construction sector, with modular experience preferred;
  • Experience managing consultants, trades, and employees, with competency in managing conflict;
  • Access to a reliable vehicle, and holder of a valid driver's license to travel to/from active job sites;
  • Practiced user of construction management software (Procore) and Microsoft Office, including SharePoint, Excel, and PPT;
  • Financial acumen, with experience managing budgets and proforma development;
  • Development and management of RFP processes, with the ability to successfully negotiate pricing and contracts;
  • Knowledge of building products, construction details, and relevant rules, regulations, and quality standards;
  • Practical building envelope experience and knowledge of passive house standards would be considered an asset;
  • Experience implementing safety plans in compliance with Occupational Health and Safety requirements;
  • Strong leadership and influence abilities in a deadline-driven environment;
  • Time-management skills and the ability to multi-task and negotiate competing priorities in a fast-paced environment;
  • Strong interpersonal, communication, and negotiation skills;
  • Experience leading and supporting volunteer engagement;
  • A critical thinker with demonstrated analytical and problem-solving skills.
