Halifax Regional Municipality is preparing for rapid growth over the next few years, and the Facility Design & Construction team is leading the charge to a sustainable, energy-efficient future for HRM and its residents. By building state-of-the-art facilities and retrofitting existing buildings with modern technologies, this team of city builders is forward-thinking and paving the way to an inclusive and resilient future for everyone.
As part of the municipality's ambitious climate action plan (HalifACT), HRM has set an ambitious target for net-zero municipal operations by 2030. This requires that we decarbonize corporate building stock through deep energy retrofits and that all new buildings are built to a net-zero ready standard. Facility Design & Construction has a program to deliver deep energy retrofits, oil conversions and recommissioning of HRM buildings. The Project Manager will have a diverse portfolio of deep energy retrofit projects and construction projects ranging from recapitalization of heritage buildings to redevelopment of recreation facilities, new construction of modernized fire stations, and everything in between. The variety of projects will provide an exciting and dynamic work environment, allowing the candidate to gain experience across different project types.
The Project Manager will also work with clients across business units such as Halifax Transit, Halifax Public Libraries, and Parks and Recreation and others in HRM. The ideal candidate has strong project management skills, values collaboration and excellent customer service. Leading and partnering with diverse teams of internal and external stakeholders, the Project Manager will employ strong communication skills, exceptional planning abilities, and agility when responding to and managing change. The Project Manager must demonstrate technical proficiency and align with HRM's commitment to accessibility, inclusion, and climate action.
DUTIES AND RESPONSIBILITIES:
- Management of concurrent projects which include new facility construction, interior renovations and building recapitalization.
- Prepare Project Charters to manage projects and coordinate all of the various activities required to complete the projects on time, within budget, in accordance with the established scope of work, and to the customers' satisfaction;
- Ensure that all project components and activities meet local, provincial and/or federal codes and regulations;
- Develop project work plans and schedules;
- Prepare tender and RFP documents;
- Prepare cost estimates and project budgets;
- Direct and co-ordinate HRM employees and external consultants in the preparation of studies, designs, plans, specifications and cost estimates;
- Direct and co-ordinate HRM employees and external contractors throughout construction;
- Prepare technical reports, staff reports to Halifax Regional Council, liaise and consult with the general public, other government agencies, consultants, etc. as required in performance of the responsibilities of the position;
- Implement Facility Design and Construction's contract management and contractor assessment procedures and practices;
- Utilize best practice purchasing procedures for request for proposals, tenders and other competitive selection procedures, and oversee the tendering process as required;
- Proactively liaise with and report progress to customers to ensure that they are informed of project progress, and that all their concerns are being addressed and resolved to their satisfaction;
- Provide performance feedback to Supervisors/Managers for HRM employees who are working directly or in-directly on the project team(s)

QUALIFICATIONSEducation and Experience:
- Registered Professional Engineer (P.Eng) or Licensed Architect in Canada (NS preferred) with experience in construction project management or an equivalent combination of post-secondary diploma/degree and construction project management experience.
- PMP certification (PMI member) or willingness to obtain within one year
- IDNS designation is considered an asset
- Five (5) years of progressive field experience with a thorough knowledge of project management/construction/renovation practices
- Experience preparing accurate cost estimates and developing and monitoring project budgets
- Experience in deep energy retrofits and energy efficient design and construction projects is considered an asset
Technical / Job Specific Knowledge and Abilities:
- Thorough knowledge of occupational health, safety and environmental regulations, building codes, recognized construction practices, and other applicable municipal, provincial and federal legislation;
- General knowledge in a wide variety of building construction related disciplines including but not limited to an architectural, civil, structural, mechanical, HVAC, electrical;
- Ability to lead and influence diverse work teams of internal and external stakeholders;
- Ability to implement a Continuous Quality Improvement program.
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.
Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates, who are selected for testing, may be tested in a group setting, scheduled at the employer's discretion.

WORK STATUS: Permanent, full-time
HOURS OF WORK: Monday through Friday, 8:30am - 4:30pm, 35 hours per week. (Flex options to work outside these hours under a hybrid work model may be available)
SALARY: Non-Union, level 8, $88,690 - $114,770 (salary to be commensurate with experience)
WORK LOCATION: 3rd floor of Alderney Ferry Terminal (88 Alderney Drive, Dartmouth)
