Halifax Regional Municipality is preparing for rapid growth over the next few years, and the Facility Design & Construction (FD&C) team is leading the charge to a sustainable, energy-efficient future for HRM and its residents. By building state-of-the-art facilities and retrofitting existing buildings with modern technologies, this team of city builders is forward-thinking and paving the way to an inclusive and resilient future for everyone.

As part of HalifACT, HRM has set an ambitious target for all its facilities to be Net Zero by 2030. The Energy Portfolio Manager (EPM) will be responsible to oversee the energy portfolio for FD&C. The EPM will provide support to the team of FD&C Project Managers and work with internal and external partners to deliver deep energy retrofits, oil conversions and recommissioning of HRM buildings. In addition, the Energy Portfolio Manager will be a key contributor for new construction projects to ensure designs align with design guidelines for net-zero new construction.

The Energy Portfolio Manager will have a diverse portfolio of projects for a broad variety of building types including recreation facilities, fire stations, libraries, operations depots, transit facilities, heritage buildings and offices. This will provide an exciting and dynamic work environment, allowing the candidate to gain experience across many project types. The Energy Portfolio Manager will work with clients across different business units such as Halifax Transit, Halifax Public Libraries, and Parks and Recreation and others. The ideal candidate has strong technical, management and leadership skills. Leading and partnering with diverse teams of internal and external stakeholders, the Energy Portfolio Manager will employ strong communication skills, values collaboration and has exceptional planning abilities and agility when responding to and managing change.

DUTIES AND RESPONSIBILITIES:

  • Oversee the Deep Energy Retrofit Program.
  • Coordinate and support work required to meet council priorities, municipal targets, objectives, and responsibilities related to the HalifACT Corporate Buildings Net-Zero strategy.
  • Provide technical engineering advice related to clean energy to multidisciplinary teams, consultants, external stakeholders.
  • Work with the FD&C management team in the development of business plans, projects, programs, and budgets related to achieving net-zero and GHG emissions reduction targets.
  • Develop Design Guidelines for deep energy retrofits and net-zero new builds for Project Manager use.
  • Lead baseline measurement and follow-up validation of energy data usage.
  • Implement fuel switching strategy.
  • Create and implement a recommissioning strategy.
  • Review, validate and refine net-zero new construction strategy.
  • Review of studies, designs, plans, specifications, and cost estimates for projects and to ensure that all governing regulations and guidelines (i.e. National Energy and Building Code) are adhered to.
  • Work with external partners to identify new technologies, partnership opportunities and resiliency measures.
  • Develop and track clean energy data, metrics, and key performance indicators.
  • Directs and supervises two (2) externally contracted Energy Managers.
  • Provide recommendations of training and professional development opportunities to the FD&C management team for Project Managers
  • Provides leadership in the development and maintenance of a positive working environment and acceptable staff morale.
  • Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.

QUALIFICATIONSEducation and Experience:

  • University degree in a related engineering discipline and registered professional engineer with Engineers NS.
  • A minimum of 4 years' experience in directly related environmental science and/or engineering.
  • Knowledge and experience in the public administration of clean energy programs and projects.
  • Experience with clean energy technologies (e.g., solar, wind, green hydrogen, biomass)
  • Specific experience and/or expertise in working with government, the private sector, non-profits, academics, utilities, and community partners.
  • Certified Energy Manager (CEM)
  • Certified Measurement & Verification Professional (CMVP)

Technical / Job Specific Knowledge and Abilities:

  • Thorough knowledge of occupational health, safety and environmental regulations, building codes, recognized construction practices, and other applicable municipal, provincial and federal legislation;
  • Knowledge of municipal, provincial and federal environmental regulations, acts, by-laws, policies and procedures related to clean energy.
  • Proficient with computer software such as Microsoft Office Suite (Word, Excel, PowerPoint, etc.) with strong working knowledge of data bases, environmental performance measuring and reporting, and clean energy management software (e.g., RETScreen, HOT2000).
  • Financial and policy analysis skills are an asset.
  • Strong communication and interpersonal skills.
  • Familiarity with environment and climate action in the Halifax Regional Municipality

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Permanent, full-time
HOURS OF WORK: Monday through Friday, 8:30am - 4:30pm, 35 hours per week. (Flex options to work outside these hours under a hybrid work model may be available)
SALARY: Non-Union, ENG2 - $89,070 - $115,270 (salary to be commensurate with experience)
WORK LOCATION: 3rd floor of Alderney Ferry Terminal (88 Alderney Drive, Dartmouth)
