Role Responsibilities

Are you an experienced environmental compliance manager with a desire to be a leader of a dynamic team? This is the position for you!

Reporting to the Regulatory Assurance Manager ( RAM), the Compliance Manager holds the legislated designated authority as a Statutory Decision Maker for key pieces of legislation within the Ministry's mandate and is responsible for compliance activities under the Alberta Land Stewardship Act, Climate Change and Emission Management Act, Environmental Protection and Enhancement Act, Public Lands Act, and the Water Act, in addition to those Acts associated Regulations and Codes of Practice. The position has the authority to issue Enforcement Orders, Environmental Protection Orders and Water Management Orders and, as such, requires a thorough knowledge of legislation and the various authorizations issued by the department.

  • The Compliance Manager is responsible for the delivery of the Compliance Assurance Program through the application of a balanced approached using education, prevention and enforcement. This will involve staff from Environmental Investigation Section, Approvals section, Lands Division, and Emergency Response Branch and requires the compliance manager to coordinate the program utilizing staff who are not necessarily direct reports.
  • The Compliance Manager provides direct supervision and leadership to Compliance staff within the district in an effort to ensure that Departmental goals and objectives are being achieved effectively and that financial and human resources are being expended within policy and budget.
  • The Compliance Manager is the Statutory Decision Maker for many regulatory assurance actions taken under the mandate of the Department such as remedial enforcement orders and water management orders. This position is responsible to ensure that the statutory decisions are informed, consistent with legislation and Departmental and Government's policies, and are considerate of all relevant matters demonstrating the principles of natural justice and procedural fairness.
  • The Compliance Manager provides leadership, direction and response during and after environmental emergencies and incidents, and in response to public complaints, to ensure immediate and timely response to prevent and mitigate damage to the environment or natural resources. Emergencies can include both natural and manmade events and may involves the release of substances into the environment (air, land or water bodies).

The Compliance Manager position requires a thorough knowledge of legislation and the various approvals and authorities issued by the department to ensure effective regulatory assurance. With an operational focus, you will be responsible for informed decision-making consistent with legislation using a defensible and transparent process, defending your decisions in front of quasi-judicial appeals board as required.

The Compliance Manager supports effective internal and external relationships and strategic alliances to ensure citizens, industry, communities and governments understand their collective responsibility for the health of Alberta's environment and the appropriate management of the provinces natural resources.

About Your Work Environment

You will primarily be working in an office setting in either Red Deer or Calgary, however, travel throughout the district is required to effectively support the priority work of the program. You will have regular and on-going contact with other Ministry and government (provincial and federal) departments and agencies as well as industry and provincial regulators.

Having a solid foundation in competency development experience will help you develop yourself in this role and your team to meet the high demands on the compliance program in EPA.

Qualifications

Required:

  • University graduation in a related field as environmental sciences, general sciences, resource management, business administration.
  • (06) six years of related experience related management experience, including leading a team of professionals and engaging stakeholders. Leadership experience in developing, administering and delivering regulatory programs for environmental and/or natural resources.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

The position requires extensive knowledge and understanding in the following areas:

  • Government of Alberta and Ministry mandate, business goals and objectives.
  • Applicable legislation, regulations, Codes of Practice and guidelines (i.e.: Environmental Protection and Enhancement Act, Water Act, Climate Change and Emissions Management Act, Alberta Land Stewardship Act, Public Lands Act.
  • GoA and Ministry decision-making processes and applicable directives and policies.
  • Procedural fairness and the principles of Natural Justice.
  • Environmental issues, environmental impacts, and environmental media experience.
  • Natural resource management and sustainable development practices.
  • Risk and issues management principles, primarily in terms of application to environmental and human health risks.
  • Strategic thinking, planning and visioning and the ability to translate strategy into business and operational plans.
  • Expertise in process and procedures development, accountability frameworks and understanding of corporate and administrative operations.
  • Issues management, risk management and change management principles, methodologies and processes.
