Our Federal Government client is seeking an Intermediate Procurement Specialist to supply support to the client during a period of increase workload.
Duties include but are not limited to:
- Assist in the development of procurement planning
- Hasten vendors for deliveries
- Liaise and respond to inquiries from clients/units/bases and various other stakeholders
- Perform materiel management activities related to inventory management and supply services, including but not limited to ordering, movement of materiel, supply management support, monitoring of inventory levels and approving the release of stocked items
- Manage all related supply documents within Resource Management Information System (DRMIS) and Record Document Information Management System (RDIMS)
- Prepare supply requisition documents, purchase requisition lists and consult on supply matters requiring procurement to be presented to the Technical Authority (TA) and Procurement officer
- Monitor usage of materiel and adjust the disposition of the materiel by reviewing demands for controlled materiel via DRMIS transactions Collective Release of Purchase Requisition and Release Purchase Order
- Establish Dues-in in the Materiel Management System of Record to allow timely reception at the Depots or other designated locations, making the materiel readily available
- Review and, upon approval from the TA, action priority demands for customers
- Process stock movements
- Review and consult on matters of cataloguing data in the Canadian Government Cataloguing System (CGCS) with the technical authority to establish, verify and modify materiel data to reflect changes in models available or changes needed to reflect change in how it is being managed by a supply perspective
- Respond to inquiries about material, material movement, supply of materiel, and status of orders within DRMIS
- Monitor supply activities and report on matters of maintenance, repair, overhaul and Equipment Management Team (EMT) activities
- Perform the annual review of the repair data on the Selection Notice and Priority Summary (SNAPS) with the TA
- Provide recommendation to the TA about distribution, disposal and repair forecasts; via an annual check of all material under the Technical Authority’s authority
- Plan and coordinate procurement activities including financial estimates, business requirements and contracting options (project procurement management, cost and estimate Management, sole source versus Request for Proposal (RFP) process)
- Provide briefings on progress and concerns of procurement (Contract process management)
- Plan, coordinate, prepare and control documentation for procurement plan and process, depending on method of procurement
- Prepare, review and/or finalize Statement of Work for potential procurement
- Prepare draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for procurement
- Develop, plan, analyze, evaluate and prioritize deliverables and requirements (Bid evaluation)
- Monitor the implementation and operations of the contract against established goals, objectives and milestones
- Report progress of the contract on an ongoing basis and at scheduled points in the lifecycle
- Identify potential problems and propose solutions
- Ensure management staff is provided with timely and accurate procurement information and status updates
- Develop, implement, and manage changes for procurement control
- Monitor system contract delivery, continuing service delivery and reporting procedures
- Lead or participate in negotiations and develop procurement process and/or business process maps
- Develop a procurement strategy - for the acquisition of a product or service - that lays out a mechanism to engage with industry and conduct a competition and procurement in line with legislative requirements and organizational policies
- Produce evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities
The successful candidate will have the following:
- Post secondary education in a related field
- Minimum of thirty-six (36) months of combined experience, within the last ninety-six (96) months, in a minimum of four (4) of the following seven (7) material management activities related to goods:
- Material requirement planning
- Preparing inventory reports
- Inventory management
- Supply chain management
- Maintaining stock levels
- Monitoring annual historical stock usage trends
- Stock Transfers
- Minimum of twenty-four (24) months of experience, within the last sixty (60) months, in the management of materiel inventory using an Enterprise Resource Management (ERP) system (e.g. SAP, DRMIS)
- Fluent in English language
- Must possess a valid Secret level security clearance
