Role Responsibilities

Are you ready to take on a dynamic role at the intersection of real estate, public interest, and environmental stewardship? We are currently seeking a highly skilled Legal Analyst to join our team. As a key player in our organization, you will conduct project management for public land sales, exchanges, quitclaims, and auctions. Your responsibilities will include independently engaging with stakeholders, preparing decision reports, and ensuring that each transaction aligns with statutory requirements as well as departmental policies.

In this challenging yet rewarding role, you will independently handle complex real estate conveyance transactions. This includes liaising with applicants and regional officers, completing due diligence, conducting in-depth research and analysis, and collaboratively developing solutions. As the delegated statutory decision-maker, you will prepare comprehensive decision reports, ensuring that each decision is well-founded and in the public interest. Your role extends to the complete conveyance of parcels, managing financial calculations, and ensuring accurate documentation for audits and potential judicial reviews.

Responsibilities include, but not limited to:

• Preparing comprehensive briefing notes for senior management and providing a detailed analysis of decision-related issues, legislative considerations, and potential ramifications.
• Ensuring that all electronic project folders are meticulously organized and complete is imperative for audit purposes and potential judicial reviews.
• Overseeing expenditures charged to the Land Stewardship Fund, implementing sound judgment to minimize unnecessary costs.
• Managing financial calculations related to the sale proceeds, guaranteeing accuracy and adherence to departmental financial systems.

Qualifications

Required:
• A completed university degree in Law (LLB).
• Minimum 4 years of related experience.

Equivalencies may be considered: Additional related education considered in lieu of experience on one year of experience for one year of education.

Assets:
• 5 years progressively responsible experience in a related field.
• Experience with real estate, contract law, administrative or regulatory law.
• Experience with Public Lands Act, Land Titles Act, and associated regulations.
• Experience in crafting briefing notes and statutory decisions.
• Project management and contract writing experience.
• Experience with the Land Titles Procedure Manual and legal conveyancing practices in Alberta for commercial properties.
• Experience with relevant public land sale policies and decisions.

This competition is for 1 full-time permanent position located in Edmonton. Other locations in Alberta may be considered.
