The Public Safety and Emergency Services, under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.

The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Role Responsibilities

The Applications and Systems Team Lead, reports to the PACT manager and oversees a team responsible for managing all applications and systems utilized by the PECC to support daily operations and emergency responses. This role includes oversight of the Incident Information Management System (IIMS), which is critical for information management, logistics, financial management, and reporting during routine operations and especially when responding to disasters or emergencies. Additionally, responsibility extends to the Alberta Emergency Alerting system, delivering life-saving instructions during immediate threats, and the PECC MSV system.

Responsibilities will include:

  • Collaborating with Incident Management Team (IMT) resources, key stakeholders, and ministry partners to ensure timely resolution of priorities and issues.
  • Recommending continuous improvement of IMT services, including conducting business analysis, engaging stakeholders, and conducting fit/gap analysis.
  • Advising on Information Management and Communications technological advancements in software development, systems support, and user support practices, advocating for the adoption of best practices-based strategies.
  • Developing, maintaining and training on standards, policies, and best practices relating to the systems managed by PACT.
  • Identifying opportunities for business improvement through technology, focusing on user-centred enhancements.
  • Maintaining alignment with cross-government Information and Communications Technology (ICT) and Information Management (IM) standards, developing documented standards and procedures following industry best practices.
  • Developing user procedures and reporting tolls that promote end-user independence and self-sufficiency.
  • Providing advice and consultation on complex projects involving multiple stakeholders.
  • Identifying opportunities to address gaps in service delivery, ensuring compliance with Information Management and Information Technology policies, regulatory requirements, and legislation.

Qualifications

Required:
University education in Computer Information Systems or similar, PLUS 4 years progressively responsible related experience; or equivalent as described below

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Related diploma and minimum of 6 years related experience; related certificate and minimum of 7 years related experience; minimum of 8 years related experience.

The successful candidates MUST also have:

  • Experience supporting a broad range of technologies
  • Strong presentation skills, with the ability to effectively communicate complex information.
  • Supervisory or people management experience
  • Demonstrated experience as a technical advisor and facilitator
  • Ability to work extended or irregular hours with minimal or no notice


ASSETS:

  • Thorough knowledge of the Emergency Management Act, Government Emergency Management Regulations, Alberta’s Emergency Plan, PECC SOP’s
  • Understanding of relevant legislation and it’s impacts on systems and platforms, with the ability to provide informed consultation and advice
  • Thorough knowledge of the four pillars of emergency management (mitigation, preparedness, response, and recovery)
  • Thorough knowledge of the Incident Command System (ICS)
  • Working knowledge of emergency management operations
  • Project planning experience, including consultation, stakeholder engagement and planning activities
  • Knowledge of procurement processes, contract negotiation and contract management
  • A valid Amateur Radio Operator Certificate with HF privileges (or willingness to obtain)
  • Familiarity with the Alberta First Responder Radio Communication System (AFRRCS)
