Reporting to the Manager, Traffic Services & Road Safety, the Traffic Services Supervisor is responsible for the effective functioning of the Traffic Services section. The work includes providing technical and management direction related to traffic analysis, regulatory control, intersection and traffic signal design, recommending capital projects for presentation to Regional Council, assisting in the establishment of the operating and capital budgets, and supervising the activities of approximately six technical and support staff.
Subject to appointment by Regional Council, the Traffic Services Supervisor also assumes the role of Deputy Traffic Authority (one of two appointed positions) for the municipality.
DUTIES AND RESPONSIBILITIES:
- Supervise the work and job performance of four Traffic Engineering Technologists, one Sr Traffic Engineering Technologist and one Traffic Operations Engineer, including assigning work, setting standards of performance, conducting performance evaluations, and taking corrective action.
- Subject to appointment by Regional Council, assumes the role of Deputy Traffic Authority (one of two appointed positions) for the municipality.
- Provide technical and management direction related to intersection design, traffic analysis, regulatory control, and the design, maintenance and operation of traffic signals.
- Prepare staff reports to senior staff and Council; liaise and consult with public, elected officials, consultants, and other government agencies as required.
- Meet with community groups, special interest groups and individual residents to discuss and explain municipal practice related to traffic control and capital transportation projects.
- Assist in the administration of public policy / by-laws related to the regional road network.
- Conduct traffic modelling and analysis to identify traffic system management improvements for network optimization strategies.
- Review development proposals and prepare comments on their traffic implications.
- Review and comment on infrastructure design plans and provides design input and direction related to traffic control devices.
- Determine, when requested, if municipally held lands are surplus to transportation requirements and safe traffic operation.
- Recommend projects for inclusion in the capital budget and work closely with the Manager, and Director in preparing and monitoring the operating and capital budget.
- Assists in the development of the annual business plan for Traffic & Parking Management.
- Provides expert testimony before civil courts on matters related to traffic operations
QUALIFICATIONS:
Education and Experience:
- Degree in Civil Engineering from a recognized university with specialization in Traffic & Transportation Engineering.
- Minimum of five (5) years of urban traffic related experience,
- Previous supervisory experience within a unionized environment preferred.
- Experience working within a municipal government setting considered an asset.
- Must be a registered Professional Engineer with the ability to register in the Province of Nova Scotia.
Technical / Job Specific Knowledge and Abilities:
- Highly proficient in the application of the Manual of Uniform Traffic Control Devices for Canada and various manuals and guides related to transportation design and traffic operations.
- Highly proficient in the interpretation and application of relevant legislation (Nova Scotia Motor Vehicle Act, Nova Scotia Public Highways Act, Halifax Regional Municipality Charter) and applicable By-Laws.
- Very high level of knowledge of traffic operations and the application of traffic signal control, regulatory signage and pavement markings.
- Moderate to high level of understanding of traffic signal control systems.
- Proficiency in the use and interpretation of outputs from various transportation related computer software such as SYNCHRO SimTraffic, VISSIM, and SIDRA.
- Highly proficient in standard office software such as Microsoft 365.
An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday – Friday, 8:30 am – 4:30 pm; 35 hours per week. Flex options to work outside of these hours and hybrid may be available.
SALARY: Non-Union Scale ENG3; $112,310 to $130,040. Salary to commensurate with education and experience.
WORK LOCATION: Eric Spicer Building, 21 Mount Hope Ave, Dartmouth. Work location can be changed according to operational requirements.
