Position Overview
The Public Works and Transportation Services (PWT) team delivers services that support the community in achieving its long-term vision and goal of creating a green, attractive city where people can get around safely and easily. Transportation Services focuses on two primary areas: transit and fleet. Transit encompasses the agile planning and delivery of an affordable, convenient, efficient, reliable and safe, customer-focused public transit offering and fleet provides responsive and effective fleet management to City divisions and agencies that maximize safety and environmental sustainability and minimize lifecycle costs. Transportation Services also ensure the services provided optimize community benefits, enhance sustainability of infrastructure assets, achieve performance excellence, and strengthen accountability for results.
Key Responsibilities
Provide quality Transportation Services by:
Encouraging innovation, creativity and enhanced productivity, advancing the use of technology and contributing to a culture of continuous improvement.
Assuring effective and efficient operations in responsible service areas by:
Enhancing the ability of the City and the Department to fulfill its public service mandate by:
Supporting the senior leadership staff of the Department and the City by providing insight and expertise in studying issues, developing recommendations and contributing to overall team dialogue.
Leading unit emergency preparedness planning and response in accordance with contingency plans to protect the public and the environment; provide operational leadership in emergencies and service disruptions, at times involving critical circumstances, difficult conditions and long hours.
Education
Essential Qualifications:
Completion of a University degree in Business Administration or a related discipline - or a combination of education, training and experience deemed equivalent.
Experience
Minimum of five (5) years of progressive management experience, preferably with a combination of both public works service and private sector.
Experience in continuous improvements and/or project management would be considered an asset.
Proven ability to plan and manage priorities, handle challenging situations and work well under pressure and within tight timelines.
Experience working both independently and in a team-oriented, collaborative environment with demonstrated management and leadership skills.
Positive, proactive and professional attitude with strong problem resolution, critical thinking, diplomacy and facilitation skills.
Demonstrated strong understanding of selecting, implementing and supporting various business systems and technology needs.
And a broad understanding of the services delivered by the City of Saint John (both public-facing and internal services) would be considered an asset.
The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4- or 5-day work week, subject to business requirements.

Key Responsibilities
Provide quality Transportation Services by:
- Planning and defining operational objectives, quality requirements, schedules and cost parameters.
- Organizing people and resources, including contracted support, for effective operational delivery.
- Providing continuous evaluation of service activities, quality assurance and performance measurement towards attainment of desired outcomes.
- Reporting on results and identifying how quality, efficiency and effectiveness can be enhanced.
- Developing business plans, feasibility studies and other reports to demonstrate value for money and efficiency.
- Development and execution of annual work plans for the service area.
- Assist in the development and management of budgets.
- Development and implementation of operational procedures for the respective service area.
- Participate in the annual review of operation and maintenance procedures and recommending changes where required.
- Recommend existing and future improvements to the service area operation.
- Key resource in elaboration of strategies and continued growth of transit related matters as well as transit issues.
- Liaise with operational areas and make recommendations for annual fleet replacements.
- Monitor the fleet reserves and recommend adjustments to amortization schedules and replacement costs as necessary.
- Oversee the acquisition and disposal of fleet vehicles and equipment.
Encouraging innovation, creativity and enhanced productivity, advancing the use of technology and contributing to a culture of continuous improvement.
Assuring effective and efficient operations in responsible service areas by:
- Guiding operational activities related to all Transportation Services.
- Setting clear management direction in line with service objectives.
- Contributing to effective budget processes through realistic cost-benefit estimates.
- Ensuring high standards of service, resource use and contract administration.
- Focusing on results, accountability at all levels and commitment to high quality.
- Communicating with staff on responsibilities, program input, performance expectations.
- Practicing enlightened interest-based employee and labour relations.
