The purpose of this position is to provide high quality advice and assistance regarding Information Technology and Information Management policy matters. This position will provide leadership in measurement, reporting, analysis, planning and research on issues and trends pertinent to Information Technology and Information Management and apply project management skills to special projects in both the development and implementation phases.
This role is also responsible for the financial tracking of resources assigned to FPT funded projects with significant IMIT components, and includes work related to the budgeting, analyzing, and reporting of these resources and funding.
Duties will include but are not limited to:
- Consult with Chief Digital Operating Officer, CFO, Project Managers and others on Federal/Provincial/Territorial or inter-departmental funded projects with significant IMIT components;
- Review and be familiar with funding agreements and project plans, and consult with stakeholders to understand internal reporting requirements to Departments, CDOO, CFO, and to meet the requirements of the funding arrangements;
- Compile and maintain a listing of resources (internal staff, external consultants, equipment, software, licenses) allocated to work on funded projects and their estimated amount of time on the project ensuring there is adequate materials to support the outcomes and withstand a provincial or federal audit;
- Prepare and update draft budgets to show projections of the spend to the end of each project, factoring in the actual start date of resources, the actual cost of resources, changes to the costs of external resources, and changes to the availability of resources;
- Lead strategic planning processes for ITSS and its Divisions, when requested, including, but not limited to, identifying goals and writing final reports;
- Apply various research methodologies to strategic planning processes including, but not limited to focus groups, interviews, literature reviews and jurisdictional scans;
- Prepare position papers with recommendations developed through high level policy research and analysis with respect to digital government, information technology and information management;
- Provide strategic advice and recommendations to the Director, Senior Management and the Deputy Minister and Deputy Ministers Information and Technology Management Advisory Council;
- Collaborate on joint federal/provincial/territorial policy research initiatives and other government departments on cross departmental policy issues and initiatives. Preparing and submitting provincial feedback on same;
- Developing strategically aligned ITSS procedures using program development standards and practices;
- Design and deliver internal and external stakeholder engagement sessions for the purposes of planning and development;
- Preparing speaking notes, speeches, and communiques for the Minister, Deputy Minister, CDOO and Directors in collaboration with communication staff; and,
- Performing other duties as required.
Minimum Qualifications:
- Must have a master’s degree in a related field with experience in IT Industry or a bachelor’s degree in a related field with extensive experience in the IT Industry;
- Demonstrated equivalencies may be considered;
- Must have accounting experience; an accounting designation is preferred;
- Must have experience with the development of budgets and use of data management tools including spreadsheets;
- Experience in writing official documents such as Treasury Board and Executive Council Memorandums, RFPs, SOWs
- Individuals must demonstrate skills and knowledge concerning policy research, procedure development, financial budgeting and forecasting, project management and facilitation;
- Excellent interpersonal skills, and excellent written and oral communication skills;
- Individuals should be able to undertake research and analysis, be organized, plan and think strategically, and work as an integral and contributing member of a versatile team, and work comfortably in a complex and changing environment;
- Experienced using relevant technology products such as Office 365 applications, Adobe, survey tools, and others;
- Individuals should possess a valid driver’s license and access to a reliable vehicle;
- Applicants must have a good previous work and attendance record and provide a Criminal Records Check prior to beginning employment;
- Additional relevant education and experience will be considered an asset for example, Lean Six Sigma, Change Management, Facilitation, Project Management, and Evaluation.
