The Real Estate Branch manages a diverse portfolio of owned and leased properties, ensuring the City's real estate assets are effectively utilized. Property Managers in this branch handle complex, high-value properties and resolve challenging situations, including defaults and terminations. They have decision-making authority within their delegated responsibilities and oversee property information systems, financial management, and analysis. These managers also provide guidance and supervision to junior staff. Their work supports the City Council's vision by integrating corporate interests and optimizing real estate assets.

What will you do?

  • Expert in lease agreements, ensuring compliance by tenants and landlords, and protecting the municipality's interests. This includes interpretation, enforcement, and new acquisition setup
  • Oversees day-to-day property operations (maintenance, security, tenant communication) and conducts regular inspections to ensure lease compliance and property condition
  • Manages financial aspects of the property portfolio, including rent collection, budget tracking, expense monitoring, and accounts receivable
  • Prepares financial reports and analyzes operating costs
  • Identifies the need for building projects, manages project scope, budget, and schedule, and coordinates with stakeholders for successful completion.
  • Manages a diverse portfolio of properties, including high-value, high-risk, and high-profile assets, handling complex situations, defaults, and terminations
  • Develops legal documents, understands legal terminology, and ensures compliance with relevant legislation (e.g., Municipal Government Act)
  • Negotiates agreements related to property, including access, easements, and subleases/licenses
  • Consults and collaborates with internal and external stakeholders, including municipal departments, tenants, and private sector entities
  • Maintains accurate property records in various databases, including tenant information, lease details, and financial data
  • Identifies and mitigates risks related to property management, including lease compliance, financial performance, and safety hazards
  • Other duties as assigned to you


Qualifications:

  • A professional designation in Certified Property Manager (C.P.M.) or real Property Administrator (R.P.A.) and completion of a two (2) year diploma program in Business Administration or an equivalent program; OR
  • A University degree in Commerce or a related discipline and course work toward a professional designation, C.P.M. or R.P.A. and minimum of three (3) years of Property Management experience


Assets:

  • Working knowledge of SAP, Tririga, TACS, Google, Posse. Knowledge of industry, municipal government, corporate structure and interdepartmental relationships
  • Knowledge of modern lease and building maintenance techniques and procedures
  • Knowledge of current and relevant provincial acts and municipal by-laws and regulations pertaining to lease, property and project management
  • Knowledge of provincial and municipal legal requirements regarding lease and building management


Skills required for success:

  • Ability to successfully meet and negotiate with property owners or their representatives and deal with tenants, business and legal representatives, contractors and the public
  • Ability to establish and maintain effective working relations as necessitated by work assignments
  • Ability to understand and execute oral and written instructions and to interpret plans, legal descriptions and legal documents
  • Perform complex lease management and to negotiate with owners and tenants related to property and lease management
  • Good judgment, interpersonal and coordination skills in dealing with internal and external customers, contractors consultants, real estate agents, boards, authorities, and other community organizations
  • Be able to multitask and prioritize work and activities, ability to implement, prepare and advise on reports to Executive Leadership and Council

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement.
  • Valid Alberta Class 5 driver's license (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position.


Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Hours of Work: 40 hours per week

Salary Range: $46.717 - $58.90 (Hourly); $97,545.10 - $122,987.38 (Annually)
