Position Overview:

The Public Works and Transportation Services team delivers services that support the community in achieving its long-term vision and goal of creating a green, attractive city where people can get around safely and easily. Services are delivered to provide an evolving array of convenient, comfortable, affordable and efficient modes of transportation. The successful candidate will join a team of three other Operations Managers, reporting to Director of Public Works, delivering service to the citizens of Saint John including Roadway Maintenance, Sidewalk Maintenance, Pedestrian and Traffic Management, Stormwater Management, Solid Waste Management, and Snow & Ice Control.

Key Responsibilities:

Provide quality public facing services by:

• Planning and defining program objectives, quality requirements, schedules and cost parameters.

• Organizing people and resources, including contracted support, for effective program delivery.

•Providing continuous evaluation of service activities, quality assurance and performance measurement towards attainment of desired outcomes.

•Reporting on results and identifying how quality, efficiency and effectiveness can be enhanced.

•Develop business plans, feasibility studies and other report to demonstrate value for money and efficiency.

Direct Public Works management activities to protect municipal infrastructure assets and adjacent properties, and prevent environmental damage. This is to be done in accordance with City policies and procedures, Best Management Plans and Service management strategies, general specifications and industry standards, and in compliance with statutes and regulations by:

•Understanding Public Works needs and tracking system and infrastructure integrity.

•Maintaining system reliability; improving asset records through inventory and condition assessments; and providing proactive service response to customer service requests.

•Implementing preventive maintenance procedures that optimize service delivery and sustainable life-cycle management of Public Works assets.

•Maintaining and repairing Public Works systems.

Contribute to high quality, safe transportation networks through due diligence in management of street services and winter snow control operations, and maintenance of infrastructure assets, in compliance with statutes, engineering specifications and industry standards by:

•Verifying maintenance standards and implementing preventive maintenance procedures that optimize service delivery and sustainable life-cycle management of assets.

•Understanding municipal pavement management needs, automated pavement management systems, industry standards and the City's general specifications.

• Understanding municipal storm drainage needs, signage, traffic control signals, pedestrian infrastructure and solid waste collection

•Providing high quality, cost-effective winter street services that help make Saint John a liveable winter city for motorists, pedestrians, industry, businesses and public institutions.

Encourage innovation, creativity and enhanced productivity, advance the use of technology and contribute to a culture of continuous improvement.

Assure effective and efficient operations in responsible service areas by:

•Guiding operational activities related to all Public Works Services.

•Setting clear management direction in line with Service Objectives.

•Contributing to effective budget processes through realistic cost-benefit estimates.

•Ensuring high standards of service, resource use and contract administration.

Inspire staff to actively engage in developing organizational and service excellence by:

• Focusing on results, accountability at all levels and commitment to high quality.

•Communicating with staff on responsibilities, program input, performance expectations.

•Practicing enlightened interest-based employee and labour relations.

Assist in providing after-hours management guidance as part of the 24/7 duty manager rotation.

Enhance the ability of the City and the Department to fulfill its public service mandate by:

•Ensuring results-focused customer service.

•Consulting with citizens, neighbourhood groups and other stakeholders.

•Strengthening accountability to the public through factual and informative reporting.

Participate in promoting a safe working environment, including involvement in the City's Safety Management System.

Support the senior leadership staff of the Department and the City by providing insight and expertise in studying issues, developing recommendations and contributing to overall team dialogue.

Lead unit emergency preparedness planning and response in accordance with contingency plans to protect the public and the environment; provide operational leadership in emergencies and service disruptions, at times involving critical circumstances, difficult conditions and long hours.

Essential Qualifications:

The ideal candidate is a progressive, highly motivated leader and manager with strong communication, people and analytical skills. The successful candidate will have a university degree in Engineering or Business Management or another a related field and a minimum of five years of progressive management experience, preferably with a combination of both public works service and private sector.

A combination of education, training and experience may be deemed equivalent.

The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4- or 5-day work week, subject to business requirements.
