In this role, you will :
Responsibility 1 : Team Management
- Recruit, supervise, coach and support direct reports.
- Establish and implement effective and standardized working methods within the team.
- Prepare and facilitate team meetings.
- Support preparation and facilitation of other meetings, notably to coordinate various Quebec teams' work with Indigenous communities.
Responsibility 2: Planning and Managing Service Delivery
- Actively support the development of a strategic plan to implement the CSE strategy within Quebec Indigenous communities, accounting for CRC's existing internal and external relations as well as current strategies and operations within these communities.
- Manage the development, planning and improvement of Quebec Indigenous Community Engagement strategies that support formal agreements and service contracts with the Risk Reduction and Resilience (RRR) program and CSE strategy.
- Develop action plans to achieve desired outcomes, including identification and design of supportive activities, tools and resources.
Responsibility 3: Managing Internal and External Relations
- Identify, establish and maintain strong working relationships with key external and internal stakeholders to implement the CSE strategy and other CRC operations within Quebec Indigenous communities.
- Represent Red Cross on internal and external key committees, working groups, and coordination/planning tables at the provincial and national levels focusing on CSE issues.
- Ensure the CRC and its Fundamental Principles, programs, products, and services are consistently presented in a strong, positive image to partners and relevant stakeholders.
Responsibility 4: Monitoring, Evaluating and Reporting
- Contribute to the design, input and finalization of internal monitoring and evaluation tools, status reports and dashboards.
- Advise management on ways to adjust strategies and action plans to better align with cultural considerations and community priorities.
- Maintain quality assurance standards in accordance with CRC policies and procedures, Indigenous Peoples Framework guiding principles, the National RRR strategic direction, and community engagement processes.
Responsibility 5: Other tasks
- Act as subject matter expert with management to provide expertise on various mandates related to Indigenous communities.
- Provide leadership in coordinating various CRC teams and consolidating key information about Quebec Indigenous communities (e.g., community mapping, contact lists, activity charts, current situation).
- Assist with developing and updating annual objectives and reference material (e.g., experience consolidation, analysis, reports), in line with the activity sector.
What we are looking for :
- University degree in a relevant discipline; a combination of experiences could be considered.
- Minimum 5 years of relevant experience in program management, including experience working with Indigenous communities.
- Three years of experience managing a team, in a unionized environment is an asset.
- Familiarity with Indigenous cultures and an extensive cultural awareness of Indigenous networks, organizations and communities in the province.
- Experience in building volunteer, community, and government partnerships with specific reference to working with Indigenous communities.
- Experience in working with diverse populations and an understanding of cultural issues, specifically traditional Indigenous beliefs and practices related to risk reduction and the promotion of resilience.
- Proven experience in context analysis and the development, implementation and proactive management of programs in a complex environment.
- Proven experience in community engagement programs, including creation and delivery of events/workshops.
- Strong written and oral communication skills in French and English.
- Knowledge of an Indigenous language spoken in Quebec is an asset.
- Proficiency with the Office suite and project management tools.
- Familiarity in monitoring and evaluation systems, including capacity in design of M&E frameworks.
Working conditions :
- Alternating between remote work and work in the office or in the field.
- Regular travel across the province, sometimes for a few consecutive days.
- Non-traditional working hours will be required when on-call, during emergency response and/or on deployments.
- Must have a valid driver's license (a driver's abstract may be required).
- With equal qualifications, hiring preference will be given to qualified self-declared Indigenous candidate.
