The Ministry of Agriculture and Irrigation is responsible for the policies, legislation, regulations, programs, and services that enable Alberta’s agriculture and food sectors to flourish and contribute to Alberta’s economic recovery and growth. The Trade, Investment and Food Safety Division expands and diversifies Alberta’s food and bio-product manufacturing sector in local and global markets while also providing effective food safety assurance systems.
The Export and Investment Branch focuses on attracting investment to Alberta’s agri-processing sectors and expanding export opportunities for Alberta’s businesses. The Branch also designs and delivers Sustainable Canadian Agricultural Partnership funding programs related to growth and value-added development and provides performance measurement and program evaluation services for the Division.
The Export Development and Industry Grants Section is responsible for export development, including oversight of in-market agriculture activities through Alberta International Offices, delivery of grant programs under the Sustainable Canadian Agricultural Partnership to support Alberta’s value-added sector, and delivery of the Agri-processing Investment Tax Credit.
Role Responsibilities

The Compliance Officer plays a critical role in ensuring adherence to regulatory requirements and grant/tax credit compliance for agri-processing companies. The Compliance Officer is responsible for developing, implementing, and managing comprehensive compliance and post-audit review processes for the Value-Added Program, On-Farm Value Added Program, Emerging Opportunities program, and the Agri-Processing Investment Tax Credit.
This includes the evaluation of financial records, internal controls, and grant/tax credit program usage to guarantee full compliance with legal and program obligations. The ultimate goal is to facilitate the responsible allocation of grants and tax credits, maintain the integrity of financial practices and safeguard public funds.
This position reports to the Director of Export Development and Industry Grants and will work independently alongside a diverse team of professionals, including finance, legal, grant administrators, and industry specialists. It demands a deep understanding of compliance principles, financial management, combined with analytical and communication skills, high level of initiative, problem solving skills, and an ability to develop a strong contact network.
Role Responsibilities (Continued)
This position will be focusing on the following areas for day-to-day responsibilities:
- Compliance Strategy Development: Develop and execute comprehensive compliance strategies that align with grant and tax credit program requirements and the legal framework applicable to agri-processing companies.
- Grant and Tax Credit Audits: Oversee and conduct thorough audits of agri-processing companies to evaluate their financial records, expenditures, and program utilization, ensuring compliance with grant and tax credit terms.
- Policy and Procedure Implementation: Implement and communicate compliance policies and procedures to agri-processing companies, fostering a culture of adherence and transparency.
- Risk Assessment: Identify potential compliance risks, areas for improvement, and develop mitigation strategies to minimize non-compliance.
- Training and Education: Provide guidance and training to agri-processing companies to enhance their understanding of compliance requirements and best practices.
- Data Analysis: Utilize data analytics tools and techniques to assess compliance metrics, monitor trends, and proactively address potential issues.
- Reporting and Documentation: Prepare comprehensive compliance reports for internal and external stakeholders, including government agencies and program funders, highlighting compliance achievements and areas of concern.
- Communication and Liaison: Foster open communication channels with agri-processing companies, grant administrators, and relevant government departments to ensure alignment with compliance standards.
- Program Evaluation: Continuously assess the effectiveness of grant and tax credit programs in achieving their intended goals and provide recommendations for improvements.
- Legal Compliance: Stay updated on relevant legislation, regulations, and industry standards to ensure agri-processing companies' compliance with evolving legal requirements.
- Quality Assurance: Implement quality control mechanisms to verify the accuracy and integrity of compliance assessments and reporting.
- Ethical Considerations: Promote ethical conduct and ensure that agri-processing companies maintain the highest standards of integrity in their compliance efforts.

Qualifications
- University Degree in a field related preferably in Business, Economics, Public Administration or related discipline.
- Minimum of four (4) years of related work experience is required.
Equivalencies maybe considered - directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
Additional Requirements:
- Significant knowledge and experience on the following fields:
- Research and analysis
- Program delivery and design and/or
- Financial, venture and capital investment and/or
- Taxation, accounting principles and corporate governance.
- Demonstrated tact, judgement, negotiation and troubleshooting skills, along with strong project management skills, oral and written communication skills.
Assets:
- Master’s degree - supplemented by several years of experience in a related field.
- Accounting designation - supplemented by several years of experience in a related field.
- Experience in accountability frameworks, grant or tax credit program development or delivery, or in public administration is preferred.
Preference will be given to those with knowledge and experience related to the department and GOA, and knowledge of government financial systems, budgets, revenue collection, contracts and grant administration processes.
