Your Key Responsibilities Include
- Collaborating with project teams to assess procurement needs and recommend effective approaches.
- Determining the best procurement strategies and preparing bidding documents, including RFQs, RFPs, and contracts.
- Reviewing solicitation documents to ensure they meet all scope, cost, quality, and performance standards.
- Coordinating with Procurement Support Staff on document distribution, advertising, and bid collection to facilitate a smooth process.
- Managing inquiries and issuing addenda to clarify requirements during the solicitation period.
- Leading transparent and fair evaluation processes, including proposal scoring and bid analysis.
- Preparing comprehensive contract documents, from award letters to change orders.
- Providing expert advisory services to ensure consistent and fair procurement practices across the department.
- Supporting the Manager in achieving team objectives, conducting issue analysis, and making strategic recommendations.
- Developing strong relationships with internal business units to drive continuous improvements in procurement practices.
- Collaborative mindset and proven ability to build effective working relationships.
- Clear communication skills to deliver recommendations and provide direction.
- Strong analytical and problem-solving abilities to evaluate procurement issues and develop solutions.
- Excellent organizational skills to manage multiple projects and prioritize deadlines.

Qualifications
Required:
- A related university degree (e.g., Business Administration, Supply Chain Management, Public Administration), and at least two (2) years of progressive procurement experience. Equivalencies may be considered.
- Strong writing and communication skills, as demonstrated in a required cover letter detailing how your skills and experience align with the role.
- Thorough knowledge and understanding of statutes, regulations, and policies applicable to contractual issues for the assigned team on which the PPO works for example, public works Act, Builders Lien Act, Canadian Free Trade Agreement, world Trade Organization Agreement on Government Procurement etc.
- Awareness of transportation procurement processes of transportation infrastructure.
- Understanding of the challenges facing consultants and contractors related to construction documentation and the delivery of construction projects.
- Comprehensive understanding and familiarity with the department’s policies and practices related to fairness and transparency in procurement.
- Current knowledge of the department’s guidelines and standards, master specifications, policies, and practices related to bidding and contracting.
- A professional procurement designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Government Purchasing; Supply Chain Management Professional from SCM association of Canada.
- A related two-year diploma and a minimum of four (4) years of related experience; a related one-year certificate and a minimum of five (5) years of related experience; or a minimum of six (6) years of related experience in lieu of formal education.

Additional Position Details
- We have two permanent, full-time positions available, working 36.25 hours per week, Monday to Friday (8:15 am - 4:30 pm).
- Location: Twin Atria Building, 4999 98 Ave, Edmonton, AB T6B 2X3.
