Seniors, Community and Social Services provides supports for seniors, families, and communities, and helps Albertans access disability services, financial supports, services for the homeless, and other social-based programs. The Preventive Community Services Division designs, develops and implements initiatives that support the needs of Albertans experiencing homelessness and works with civil society organizations, municipalities and Metis Settlements to prevent and address social issues. The division develops and implements policy frameworks, funding strategies, and practices ensuring comprehensive services to support individual, family and community well-being using cross-ministry and multi-stakeholder partnerships. As part of the Preventive Community Services Division, the Civil Society and Community Initiatives Branch works with all orders of government and agencies, and individuals across the province to deliver a continuum of preventive, community-based supports and services for the safety and well-being of Albertans. The Branch leads service delivery, grant administration and stakeholder engagement functions to support programs including Family and Community Support Services, Service Dogs, and other priority initiatives.
Role Responsibilities
Reporting to the Manager, Policy & Programs, the Senior Policy Analyst – Stakeholder Engagement and Support designs and implements training programs, engages stakeholders, and provides policy advice to ensure FCSS grant activities align with the FCSS Accountability Framework. The role involves stakeholder consultation, development of training resources, program evaluation, and policy recommendations. The Analyst works closely with municipalities, Métis Settlements, civil society organizations, and internal partners to address preventive social issues and support alignment with strategic outcomes.
Key Responsibilities:
1. Stakeholder Engagement
- Cultivate relationships with municipalities, Métis Settlements, and civil society organizations to align FCSS programs with strategic goals.
- Lead consultations to gather input and deliver collaborative solutions to social issues.
- Represent the branch in working groups and committees, providing recommendations to senior leadership.
2. Program and Policy Development
- Develop resources (policy documents, guides, training materials) to support FCSS stakeholders and align local programs with the Accountability Framework.
- Monitor and evaluate FCSS program performance, providing reports and actionable recommendations for improvement.
3. Training and Capacity Building
- Design and deliver adult-focused training programs on FCSS outcomes and reporting standards.
- Equip local programs with tools to implement outcome models and improve reporting.
4. Research and Analysis
- Assess emerging social issues, trends, and legislative impacts to inform policy and program development.
- Prepare reports, briefing materials, and recommendations for senior leadership.
5. Support for Grant Programs and Compliance
- Assist stakeholders in meeting legislative and financial requirements for FCSS grants.
- Work with grant administration teams to address and resolve operational challenges.

Qualifications
Minimum requirement standard:
University graduation in a related field plus 4 years progressively responsible related experience.
Related experience or education may be considered as an equivalency on a one for one basis.
Assets:
• Expertise in developing and delivering adult education.
• Strong knowledge of community development, collective impact, and outcome measurement.
• Expertise in preventive policies, diverse population needs, and inter-sectoral approaches.
• Proficiency in O365 software (PowerPoint, Excel, Word, Project, Visio, Outlook) and government processes.
• Previous experience with key legislation (e.g., FCSS Act, Municipal Government Act, Financial Administration Act).
• Proven problem-solving, analytical, and policy development skills.
• Effective communication, stakeholder engagement, and leadership abilities.
• Experience working in an FCSS program is strongly preferred
