As the Strategic Initiatives and Central Services Finance Manager, you will be responsible for driving operational excellence and modernization across Finance by taking a holistic approach to policies, processes, data, and systems. You will oversee teams responsible for internal controls, risk management, technology, and governance to support strategic objectives, including developing and implementing a robust finance data strategy, leading finance transformation projects, and implementing a Target Operating Model to standardize and optimize financial processes.
Additionally, this position is a member of Finance's Corporate Management Team and expected to take a significant role in implementing Finance's people strategies, supporting a customer-centric approach to service delivery, as well as Finance capital project prioritization and governance. Primary duties include:
- Oversee all aspects of process design, mapping, controls, and reporting, ensuring centralization, standardization, and innovation within Finance and across the broader organization.
- Guide the division in procuring and implementing new technologies and establishing governance around prioritization.
- Act as a steward for Finance's long-term operational strategy, building a strong project management culture, driving change management initiatives, and ensuring alignment with organizational goals by implementing and monitoring Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs) to mitigate risks effectively.
- This position oversees three teams with the following areas of responsibilities:
- Internal Controls & Policy Coordination: This team is responsible for governance of the Finance business unit's policies, providing advice on internal control design as well as testing and maintaining the internal control environment, and taking a coordinating role in the stewarding of The City's financial risks.
- Strategic Business Services: This team is responsible for driving financial process innovation and improvement, supporting the delivery of cross Finance strategic projects, as well as leading Finance's implementation of corporate strategies such as Equity, Diversity, Inclusion, Belonging, anti-racism, and professional development.
- Data & Systems: This team is responsible for working closely with Finance's partners in IT and Supply on implementation and maintenance of Finance's systems as well as taking a leading role in development of a Finance data strategy within the overall corporate data strategy.
Qualifications
- A degree in Business or related with a professional designation (Chartered Professional Accountant, Chartered Financial Analyst or equivalent) OR master's degree in business, Public Administration, or related field related with a professional designation (Chartered Professional Accountant, Chartered Financial Analyst or equivalent).
- At least 10 years of experience with at least 5 years of supervisory experience.
- Equivalent combinations of experience and education may be considered.
- Knowledge of The City's administrative and operational procedures as well as the appropriate legislations (For example: Municipal Government Act, City Bylaws, Administration Policies, etc.) is an asset.
- Knowledge of information systems and technology to leverage financial reporting and decision making and control needs is an asset.
- The successful candidate will have strong strategic leadership and management capability to achieve results that are aligned with the organizational goals, and the ability to achieve results in a highly political and public environment.
- Analytical thinking, independent decision-making, and superior leadership skills.
