About Our Opportunity
We strengthen Nova Scotia’s economy by helping post-secondary students and graduates to secure good jobs through three employment programs: the Co-operative Education Incentive, Graduate to Opportunity, and the Student Summer Skills Incentive. Our work helps businesses thrive and young people prepare for and land good jobs in their chosen careers. The division manages thousands of agreements every year, with close to 2,000 active agreements in play at peak periods.
Reporting to the Director, Student and Graduate Employment the Team Lead provides day-to-day supervision and leadership to a small team of employees. We’re looking for a strong, compassionate team lead, who excels in bringing people together for a common outcome, handles details with ease and thrives in a busy environment.
Primary Accountabilities
In this role you will oversee the work of a diverse team of agreement managers.
The Team Lead:
- Reviews transactions from application assessment to final calculations; approves payments, amendments and closing summaries; and coaches the team through novel situations and the interpretation of policies and guidelines.
- Monitors the work carried out by team members to ensure funding agreements are compliant with program policies, procedures, guidelines and performance standards throughout the agreement period.
- Tracks employee workloads and makes recommendations on adjusting work or capacity
- In collaboration with the Corporate Strategist, compiles program statistics and reporting.
- Assists with the development, refinement and implementation of program and process changes
- Trains and orients new team members.
Qualifications and Experience
A post-secondary degree or diploma and five years of related experience or an acceptable equivalent combination of training and experience. Related experience is defined as experience administering programs and/or/services and/or polices, which includes:
- Determining the eligibility of individuals, organizations and employers for programs and exercising decision-making authority for program applications, and;
- Reviewing and approving agreement items administered by a program delivery team (approvals/denials, amendment, financial transactions, monitoring reports and agreement closeouts).
The candidate should also demonstrate:
- Proficiency with the province’s online Labour Market Program Support System (LaMPSS), or similar online database environment (i.e., Amanada, SAP).
- Experience reading, interpreting, and applying legislation, policy, or guidelines.
- Flexibility, the ability to set goals, workload priorities, and lead teams in a high-pressure environment.
The ideal candidate will learn quickly, effectively deal with multiple tasks and be very attentive to detail. They will demonstrate excellent interpersonal skills and an ability to develop the skills of colleagues and subordinates.
While not required, the following will be considered assets:
- Experience providing direct supervision and day-to-day leadership to a team of people using human resource methods, techniques, and practices (e.g. a combination of performance management, attendance, monitoring workload and capacity, training) would be an asset.
- An interest in in youth employment and knowledge of LSI’s youth employment programs.
- Knowledge of the labour market and socio economic and demographic factors that need to be considered in the delivery of programs and services (e.g. experience working with and understanding the needs of various communities {African Nova Scotia, Persons with Disabilities, Youth, Older Workers, Indigenous, Francophone, Newcomers and Immigrants, etc.} that are part of the labour market and the challenges they face in achieving full labour market integration).
- Experience with Cognos or other database query/business information tool.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions
Oversees and supports the work of employees who may be working both in-office and remotely in several office locations. Must be comfortable using a variety of communication platforms (i.e. in person, MS Teams, email, telephone) as there is regular and ongoing interaction with employees throughout the day.
In-office work is performed in an open office with exposure to distractions such as noise, equipment, conversations and people traffic.
Additional Information
This is a TERM employment opportunity with anticipated end date of January 2026. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 13
Salary Range: $2,556.10 - $3,107.16 Bi-Weekly
