Reporting to the Director, the Organizational Change Management and Project Lead is responsible for providing oversight, project management, evaluation and leadership in the development and implementation of the department’s external client-based programs and initiatives; development of change management strategies and providing project management support to large-scale, complex and high-value projects led by Property Assessment Services Branch (PASB) including Computer Assisted Mass Appraisal – CAMA, Mobile Assessment Interface – MAI.
The incumbent is responsible for development and oversight of OCM processes in the implementation of projects and ensuring branch staff are adequately prepared and trained to successfully implement innovation and continuous improvement initiatives. The position provides leadership in program development, program review and leads a workplace culture that embraces innovation, fosters continuous improvement and develops a growth mindset at all levels.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must have full stage class 5 (5F) Manitoba Driver’s Licence without restrictions.
- Must be able to travel by ground and air in Manitoba including overnight stays.
- Must be able to work overtime as required.
- Must provide and maintain a satisfactory Criminal Record Check.
Essential:
- Post-secondary degree or diploma in a field relating to project management (e.g. PMP) and organizational change management (e.g. Prosci), or an equivalent combination of education and experience may be considered.
- Highly effective interpersonal skills with ability to establish, engage and maintain strong relationships with various stakeholders.
- Effective organizational and time management skills with the ability to manage multiple tasks, adapt to changing priorities and meet strict deadlines.
- Extensive experience in project management delivering projects from inception to completion.
- Strong planning, research and analytical skills to identify and integrate relevant information to determine appropriate course of action/outcomes.
- Strong political acumen in working with confidential and sensitive matters.
- Experience with Microsoft Office applications including Word, Excel, Outlook, PowerPoint, and MS Project.
- Strong verbal communication skills including the ability to communicate with senior leadership, internal and external stakeholders.
- Strong written communication skills including the ability to interpret and communicate technical information in plain language.
