Reporting to the Finance Manager, this position is responsible for delivering activities associated with the preparation of complex financial analytics and contributing to the development of financial recommendations or advice provided to clients in support of their operations.

What will you do?

  • Provide support to Senior Accountant/Finance Manager and operations by gathering data and developing spreadsheet reports for budget proposals; conducting analysis of previous monthly and yearly budget and actuals; review of one time items and further analysis and providing support as needed
  • Participate in the review of proposed capital profiles developed as part of the Capital Budget process, for reasonableness and completeness, ensuring that funding options are considered and provide to Senior Accountant/Finance Manager for review and sign-off
  • Provide support in preparing recommendations to Operations including analysis of cost drivers and identifying potential areas where financial issues may occur
  • Consult with Operations to confirm requirements of the budget adjustment, validated need for change and identify if there are alternatives or other funding sources available
  • Initiate approval process, ensuring justification and support for the change is documented through budget adjustment working papers
  • Conduct analysis of data to support budget adjustments ensuring that any rate/fee changes are considered; conducting comparisons, benchmarking, forecasting, projections, recovery rations and links to agreements are all part of the considerations as applicable
  • Perform budget consolidation and update information in COBS (usually submitted by the Senior Accountant to Operations to prepare all supporting documentation)
  • Provide support to Senior Accountant/Finance Manager and operations by producing financial evaluation on the portfolio assessments and providing detailed analysis
  • Perform other related duties as required


Qualifications:

  • Minimum degree from a recognized post secondary institute in accounting
  • Professional designation (CPA, CA, CMA, CGA ) is required
  • Minimum three (3) years of progressively responsible related accounting experience preferably within the public sector environment, and in roles performing financial analytics.


Assets:

  • Experience working with capital financial planning and budgeting would be an asset


Skills required for success:

  • Significant knowledge and experience with Excel, Google Sheets, SAP, and other related systems within context of the work
  • Thorough understanding of general accounting activities (i.e. budgeting, forecasting, financial analysis)
  • Thorough knowledge of corporate and departmental policy and procedures
  • Thorough knowledge of the corporate financial system and its interrelationship to departmental accounting operations
  • Significant experience and proficiency in major financial and analytical software systems
  • High level of analytical and conceptual skills to identify and resolve complex financial problems
  • Compliance with corporate and departmental policies and procedures, generally accepted accounting principles and CICA Handbook recommendations and Public Accounting Standards recommendations
  • Must have a good working knowledge of most City functions and the type of work each department provides
  • Strong problem solving skills and effective communication are expected to resolve operational and business issues
  • Excellent customer service while ensuring adherence to professional standards
  • Ability to effectively communicate and maintain a working relationship with all levels of management and non-management personnel
  • Applicants may be tested


Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.

Up to 1 temporary full-time position for up to 18 months in accordance with Article 18.02 of the Collective Agreement

Hours of Work: 40 hours per week, Monday - Friday

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range: $40.727 - $51.131 (Hourly); $85,037.98 - $106,761.530 (Annually)
